Brief Description of Assignment |

The objective of the Feasibility Study is to assess business models of Bangladesh Post Office (BPO) branching into eCommerce services, technical and financial aspects few ideas spawn out of DSDL facilitated by Digital Accelerator of A2I and also technical and economic Feasibility of a possible Automated Mail Processing Centre (AMPC)/ Mail Processing Centre (MPC) for Bangladesh Post Office.
• High-level enterprise architecture design and technical Feasibility on Digitalization/Automation of BPO: 1) A need analysis should be conducted to prioritize implementations existing 79 components and adopt a high-level roadmap based on the agency's readiness, mainly the business functions, to ensure implementation success during the transformations.2) The study should include the up-gradation of the existing Software and possible high-level prototyping of a few disrupting ideas. The sole purpose of this component is to find out the Feasibility of the highly recommended PI services.. Financial Feasibility is required if it is a new service introduced by BPO. 3) Assess strategic fit, by defining the service need, and assuring alignment with BPO objectives.
• Business Model Development for Implementing a business service where BPO will sell Ago-based products grown by marginal farmers directly to the end consumer.1)The study should focus on the harvesting time and location of different agro-products 2) The business model should clearly identify the value proposition of the proposed service for each stakeholder within the ecosystem. 3)The study should also focus on the supply chain of each product and Identify critical features required for the E-commerce platform for the sustainable business model. 4) Identify the need for infrastructure (land, building/shades, transportation/etc.) required by BPO for this cause.
• Business Model Development for BPO's mail and parcel services. The business model should consider future trends, primarily focusing on the growing digital commerce market.1) The business model development should include the analysis of the entire ecosystem, including partners, resources, activities, channels, customers, preservation, warehousing, distribution, costs, and revenue 2) An analysis of trends mainly triggered by digital commerce and an analysis of the international market is also recommended with a 10 years future forecast where possible. 3)New processes and technologies that are needed to be introduced in the mail and parcel services 4)Review the existing rules/regulations of BPO and recommend reforming the rules/ regulations, if necessary, for the cause.
• Study on Automation of Mail Processing Center (AMPC): 1)Identify the existing land of BPO for the proposed project throughout the country 2) Feasibility of proposed AMPC to be implemented on the existing land/infrastructure or it would require to purchase/acquire land or any other feasible option can be recommended. 3) Feasibility of MPC instead of AMPC, where needed, throughout the country. 4) Create a prototype design with cost estimate (measurement of each item and item wise cost breakdown) and also the suggestions about vehicles, human resource and the function of each Machinery & Equipment. 5) To prepare the Technical Specification of Chiller Chamber and others for proposed Mail Processing Centers.

Experience, Resources and Delivery Capacity Required |

The Consultant should have strong National/international capabilities and proven track record of carrying out technical assessments, business models development and feasibility study. The Consultant may choose to carry out the feasibility assessment using its own organizational resources, or form a Joint Venture (JV) with local or international firms/experts in. Partnerships between international and local experts combining multi-dimensional technical expertise. It is important to demonstrate that the high level of technical/subject matter expertise (in the field of automation, transformation and engineering along with supply chain management and business model development. The consultant should have solid experience in researching and HCD practices. It may be mentioned here that Consulting Firm should have at least three years of Experience in feasibility study/ data collection/ data analysis and emerging technology experts i.e. AI. It is highly recommended that the proposed team has strong presence on the ground during the execution of the assignment to ensure effective and efficient coordination with the Project Implementation Team under BPO |

The consultants are to provide information to demonstrate that they are qualified to perform the services by submitting their company’s brochure, summarizing the firm's organizational details including key personnel, facilities, areas of expertise, managerial strength, financial capacity & yearly turnover of the firm for last 5 (five) years, description of past experience in Project Data Sheet (PDS); a list of past and present assignment of similar nature & operating conditions; availability of appropriate professional staff showing their qualification and experience etc.; and any other information that may show the applicant’s ability to carry out the assignment satisfactorily that shall demonstrate the firm’s reputation as a professional body & its reputation for maintaining a satisfactory relationship with the client.
