INFORMATION FOR APPLICANT

Brief Description of Assignment : The expectation is that DPDC management will find a clear future road map of the company for a period up to 2035 through this consultancy services. The execution of the strategies should ensure sustainable development and profitability of the organization. This plan should focus mostly on rendering better services to the customers through use of digital technology, identifying the gap in existing manpower and recommending an appropriate HR strategy for DPDC, developing skilled manpower, identifying new business horizons, managing asset & financing in a prudent way, focusing the areas for institutional capacity development, ICT development and thus earning relatively more revenue to make the company relatively self sufficient. In a nut shell, the scope of consultancy services for the proposed strategic business plan for a period up to the year 2035 includes preparation of the followings but not limited to these: a) Policy for efficient operation of the distribution network of DPDC, b) Policy to create a culture for rendering superior customer service, c) Policy for financial management and asset management along with assessment of financial due diligence and regulatory requirement, d) Policy for human resource management, e) Policy for institutional capacity building, f) Policy for ICT security management, ICT risk management and information control system, g) Policy for sustainable development.
Experience, Resources and Delivery Capacity Required : EOI is invited from eligible consulting firms in the form of Joint Venture, or association/consortium, which has required expertise and experience in the abovementioned areas. The firm is required to have sufficient Experience, financial capacity, key experts etc. to execute the assignment in a manner which will be satisfactory to DPDC. The proposed consulting firm should have appropriate number of key professionals to carry out the proposed assignment and shall furnish the list of key professionals and their CV & photograph with EOI submission.
Other Details (if applicable) : i) Short listing will be made in accordance with the “Rule-115 of Public Procurement Rule (PPR) - 2008.” ii) EOI should include the following information: 1) Profile of the consultancy firm supported by brochures. 2) Related experiences of the firm and key experts in accordance with the requirements mentioned in REOI. 3) Agreement of Joint Venture, or association/consortium with local firm. 4) Audited balance sheets and income statements for the last 3 (three) years to demonstrate the current soundness of the applicant's financial position and its prospective long-term profitability. 5) Detail Work Plan and methodology to conduct the proposed assignment. iii) EOI as well as forms/supporting documents attached shall be written in English. Documents originally written in any language other than English should be translated into English and attached to the copy of original duly attested by competent authority. iv) EOI notice and Forms of Expression of Interest are posted on DPDC website: www.dpdc.gov.bd and CPTU website: www.cptu.gov.bd and hard copy of the same are available from the Office of the General Manager (HR), 3rd Floor, Biddut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh. v) Three (3) signed copies of EOI along with 1(one) original shall be submitted in a sealed envelope mentioning name of the EOI on top of the sealed envelope by 12:00 hours, Date: 07/02/2022 at the Office of the General Manager (HR), DPDC,3rd floor, Biddut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh. EOIs submitted by firms will be screened, and firms will be shortlisted. Only short-listed firms will be invited to submit proposals. Interested applicants may obtain further information from the Office of the General Manager (HR), DPDC, 3rd floor, Biddut Bhaban, 1 Abdul Gani Road Dhaka –1000, Bangladesh during the office hours (9:00 to 17:00 hours BST) vi) DPDC reserves the right to accept/reject one or all EOIs or stop the process of approval at any stage, at its sole discretion without assigning any reasons and shall bear no liability whatsoever consequent upon such a decision.
