The Project Director of BWCSRP (Component-A) now invites eligible national consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following lists of competencies are required to be shortlisted of Firms on reviewing EoI documents:
The Consulting Firm must meet the following minimum criteria.
1. The Consulting Firm must be registered as Limited Company/ Private Limited Company/ Partnership Company/ Proprietorship Company supported by certification of incorporation/ registration of the firm;
2. The firm must have at least 10 (Ten) years of general experience in consultancy service – years counting backward from the date of publication of Request for EOI;
3. The firm must have at least one contract of similar nature of services of value minimum BDT 1.70 Crore (BDT one Crore seventy Lac) successfully completed in any Government / Semi-Government / Autonomous Organization within the last three years counted backward from the date of publication of Request for EOI. Similar nature of service means that the firm holds working experience on Training and Capacity Building program;
4. Technical competence of the firm including (i) specialization vis a vis sectoral focus of the assignment; and (ii) brief on similar projects executed during last 03 (three) years;
5. Track record of the firm related to the implementation of technical and management training programs;
6. Training facilities including necessary logistic support of the firm;
7. Preference will be given to the firm having experience to conduct technical and management training on Meteorology / Agro Meteorology / Hydrology / Hydrometeorology under any development project;
8. Updated Trade License, Audited Financial Report, VAT Registration Certificate, TIN Certificates, Business Identification Number (BIN) with latest tax payment certificate;
9. The firm must be financially sound supported by latest Bank Solvency Certificate;
It is to be noted that ToR is available in BMD website (http://www.bmd.gov.bd/p/TenderWB).
The attention of interested Consultants is drawn to paragraph 1.9&1.13 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 [updated July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture to enhance their qualifications but should mention such formation specifically. All members of such an association should have real and well-defined inputs to the assignment, and it is preferable to limit the total number of firms in the association to three. It is to be also noted that the consulting firm must pay Professional Liability Insurance and submit Performance Security of 5% of Contract Value before contract signing.
The consulting firm will be selected through the Selection under a Fixed Budget (FBS) method of World Bank Guidelines for Selection and Employment of Consultants under IDA Credits & Grants by World Bank Borrowers updated January 2011 [updated July 2014].
