INFORMATION FOR APPLICANT

Brief Description of Assignment : The Government of Bangladesh (GOB) has obtained a loan from Asian Development Bank (ADB) to partly finance the South Asia Subregional Economic Cooperation Dhaka-Sylhet Corridor Road Investment Project (the Project). The Ministry of Road Transport and Bridges (MORTB) is the sponsoring ministry and the Roads and Highways Department (RHD) under MORTB is the implementing agency for the project. The Project will have the following outputs: Output 1: The Dhaka-Sylhet Road upgraded with enhanced road safety, EWCD responsive, and climate and disaster resilient features, Output 2: Institutional capacity of the RHD enhanced. This consulting service will assist the RHD under the Output 1 by conducting a value addition study for enhanced safety of the project road. Under the Project, the RHD will recruit a project implementation consultant (PIC) for tender support, design review, and construction supervision whereas ADB will engage consulting firms under an attached Transaction Technical Assistance (TRTA). The consultant for this consulting service shall work closely and coordinate with these other consultants engaged under the Investment Project. The consulting service will assist PIC to review the alignment of the project road to find out the potential safety hazards and make necessary adjustments and modifications in the design to establish safe systems on the road. The consulting service will assist the RHD under the Output 1 by conducting a value addition study for enhanced safety of the project road. Under the Investment Project, the RHD will recruit a project implementation consultant (PIC) for tender support, design review, and construction supervision whereas ADB will engage consulting firms under the attached Transaction Technical Assistance (TRTA). The consultant for the present consulting service shall work closely and coordinate with these other consultants engaged under the Investment Project. The consulting service will assist PIC to review the alignment of the project road to find out the safety hazards and make necessary adjustments and modifications to establish safe systems on the road. The consulting service will also enhance the capacity of RHD by providing trainings to RHD officials. Detailed Tasks The consultants shall carry out the following tasks. (1) Reviewing the detailed design (December 2020) prepared by the local consultant and understanding the key design features for ensuring adequate levels of road safety of the project road and suggest necessary measures/improvements including but not limited to, • SMVT lane: Review the entry and exit of SMVT vehicles to the road, merging lanes, U-turn facilities and design necessary improvements considering safety and mobility of main traffic. Parking facility for SMVT specially in industrial and urban area. • Intersection Design: Review the intersections considering mobility and safety of traffic suggest necessary improvements and design additional infrastructures. Suggest EWCD responsive pedestrian facilities in intersection. • U-turns: Review the U-turn facilities and suggest necessary measures for ensuring safety and mobility of traffic and provide alternate solutions if necessary. • Pedestrian overpasses: Review the design of pedestrian overpasses and suggest improvements for making it user friendly, EWCD responsive, improved visibility, safe and propose alternate solutions if required. • Safety Barriers: Review and suggest improvements for safety barriers all along the road. • Road Markings: Review and suggest necessary improvements of road marking and painting of different component of road to make it more visible to increase safety. • Sign Signals: Review and suggest necessary improvements of sign signals of the road to increase safety. In making the above review and suggestions, the consultant should aim to minimize to the extent engineeringly reasonable and practical, any impacts on the overall construction schedule and implementation schedule of the Investment Project. The detailed design of the Investment Project is finalized in 2020 for expediting the implementation. The Land Acquisition Plan (LP) and the draft Resettlement Plan (RP) have been prepared accordingly. Any suggestions that could lead to a significant change to the finalized design and/or the LP/RP shall be carefully considered through consultation with the Project Director of the RHD. Also. both LP/RP are now being updated by the RHD. Any additional impacts arising from this consulting service need to be adequately reflected in the final plans. (2) Safe System approach on the project road: Review the design whether it has been developed following safe system approach or not and suggest optimal and reasonable solutions as necessary. To gain support and/or augment the above measures/improvements/solutions, conducting consultations with key stakeholders such as road safety related agencies/organizations (e.g. Highway Police, Bangladesh Road Transport Authority, Accident Research Institute at the Bangladesh University of Engineering and Technology etc.), various types of road users (drivers, passengers, pedestrians), community members (schools, business owners, etc.); (3) Preparing a road safety audit schedule for the project road and conduct road safety audit according to the schedule. The consultant should follow the enhanced road safety audit procedure to be proposed by the TRTA consultant under Output 2; (4) Coordinating with the TRTA consultant under its Output 1 and 2 for road accident data collection and management system and road safety audit to exchange knowledge related to road safety; (5) Liaising with major development organizations such as WB and JICA that also have road safety programme in the country and adopting their best practices and knowledge on road safety; (6) Assessing potential road safety risks for the project road on the adopted design and final design incorporating the proposed enhancements under Task 1-2, in consideration of the project site conditions, as well as characteristics of main user groups (gender, traveling patters and purposes; mode choice, user behavior etc.). This exercise needs to go beyond assessing conformance to applicable standards, and should be performed following internationally recognized, well established methodology, an example of which could be the iRAP methodology; (7) Review the work zone safety arrangements, provide suggestions for improving work zone safety in the project road; (8) Formulating engineering designs for necessary additional features/facilities for satisfying the above requirements; (9) Assisting the RHD, the PIC, and where applicable, Contractors, in incorporating the above designs into the overall detailed design of the project road as suggested by the Employer (10) Assisting the RHD and the PIC in supervising the works based on the above designs; (11) Conducting initial monitoring and evaluation on impacts of the additional safety features/facilities. This task requires development of a monitoring and evaluation plan following the applicable well established methodology, and including outputs of the new crash data system if available, community surveys, observational studies etc ; (12) Preparing strategies for introducing the adopted additional safety features/facilities in other national highways; (13) Conducting trainings to RHD officers for safe road designs; safe system approach; road safety audit; (14) Suggest in consultation with another consultant engaged by RHD under a separate project funded by the Korea International Cooperation Agency the requirements of ITS equipment for introduction of Intelligent Transport System (ITS) into the project road ; (14) and, (15) Providing assistance, such as designing specifications, preparing tender documents, providing assistance in the tender process, to the RHD in procuring goods for additional safety measures funded by the Investment Project including ITS equipment, traffic signals, speed detectors, accident response vehicles, additional signages/barriers/road marking etc.
Experience, Resources and Delivery Capacity Required : RHD will conduct ‘short-listing’ of the interested Consulting Firms who will have submitted REOI Applications for the Consulting Service. For this purpose, key qualifications and experience of the Consulting Firms required are as follows: a) Technical Competence: general experience, specific experience in similar assignments (highway design/design- review/advisory services with specific focus on road safety, road safety audit etc.); b) Geographic Experience: experience in similar geographic area; c) Experience to work with Multilateral Development Banks-MDBs (i.e. ADB, WB etc.) d) Organizational Capacity: Capacity of the firm to retain the required No. of Key Experts who are preferred to be under permanent engagement with the consulting firms with adequate qualifications.
