INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the “Cash Transfer Modernization (CTM) Project” under the Department of Social Services (DSS), Ministry of Social Welfare (MoSW), and intends to apply part of the proceeds for consulting services of ‘Design, Development and Implementation support services of an Integrated Social Protection Management Information System’.
1. The main objective of this assignment is to hire a qualified MIS/IT firm (Consultant hereafter) for the design, development, commissioning and implementation of the MIS to make it a scalable and integrated MIS Platform that facilitates end-to-end automation of the core DSS business functions through unified IT Platform. In this regard, objectives are to achieve the following milestones as a part of this project execution.
2. The consulting services (“the Services”) include but not limited to:
• Conduct a comprehensive Gap Analysis, Functional and System Requirement Study and develop a detailed Functional and System Requirement Study/Gap Analysis Document (SRSD) for review and approval;
• Conduct a hardware and networking needs assessment and develop an assessment report for review and approval;
• Produce a System Design Document (SDD) on approved SRSD and obtain SDD approval;
• Develop, customize and implement MIS Platform based on agreed SRSD and SDD;
• Integrate MIS with other government agencies to verify beneficiary information and track the records;
• Perform Data migration of existing available data into new MIS system;
• Conduct System installation, configuration on MIS hardware;
• Conduct a robust System testing and ensures System Compatibility under Bangladesh Computer Council (BCC) guidelines.
• Conduct a System Security Assessment and ensure the implementation of standard guideline that enhance security;
• Conduct MIS user training for staffs at various levels including its stakeholders;
• Handover the complete and updated system to DSS including full ownership of the source code and all its related technical documentation that obtain through Operational acceptance of MIS Platform;
• Provide annual technical maintenance and support services for 24 months.
The assignment will be estimated 180 professional staff-months and also non-key expert as required mentioned in the TOR, implementation period will approximately 24 months, expected start date of assignment may be 15 May, 2022 to ensuring full consistency with the TOR. |

The shortlisting criteria are:
(a) General experience of the Firm(s);
(b) Experience in similar assignments of compatible size, complexity and technical specialty in the required area;
(c) Financial soundness, staffing and logistics of the firm;
(d) Legal capacity to enter into the contract.
Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:
(a) Up To Date relevant Registration papers of the firm (s);
(b) JV agreement/letter of intent (if applicable) along with the proposed JV agreement;
(c) Firm’s brochure including staffing;
(d) Audited financial reports for last three years (including turnover from consulting services and other activities, profit & loss, current asset & liability and fixed asset & liability);
(e) Service experience record of Last five (05) years (including nature, total cost of Contract, total input in terms of man month, employer, location of service etc.)
(f) All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; However, Key Experts will not be evaluated at the short-listing stage; |

4. The attention of interested Consultant firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. In the case of an association, all members of such “association” should have real and well-defined inputs to the assignment and in such "association" it is preferable to limit the total number of firms including the associates to a maximum of 03 (Three).
6. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

8. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by13 December, 2021 on or before 1400 hours (UTC+ 6 hours).
9. The Procuring Entity (PE) reserves the right to accept or reject any or all EOIs without assigning any reason whatsoever.
