INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Assignmen has 3 Phase (a)Data collection and Analysis of existing situation; (b) Detail design of intersections including Traffic Signal and (c) Implementation/ supervision of work. Within the scope of each task the list of activities shall be presented as follows.
(a) Data collection and Analysis of existing situation Phase
The Consultant shall be responsible for (i) all traffic surveys, classified vehicle counts, inventories, physical surveys of existing situation, time measurements, Drone Survey; (ii) analysis of existing traffic conditions, performance of existing signals, traffic flow conditions, road geometry; (iii) Directional Traffic Movement (iv) Traffic condition of the intersections, Lanes & bylanes (v) finding the reasons for the existing situation, pin-pointing congestion points, dysfunctional designs; (vi) collect and analyze hourly , daily and weekly traffic flow profile, lane discharge capacity , intersection throughout , average queue lengths, travel time, speed, delay analysis & level of service etc.
(b) Detail design of intersections including Traffic Signal: The Consultant shall be responsible for (i) Congestion minimization in the intersections. (ii) the geometric design following the standards and parameters; pavement design; (iii)Drainage design; (iv)Design of adjacent footpath/walkways; (v)Median design; (vi) Identification and relocation plan of the existing utility lines; (vii) the design of automated traffic signal system synchronize with Central traffic signal control and monitoring system; (viii) developing phase diagram and determine optimum cycle time; (ix) preparation of drawings/sections for existing each and proposed intersection as per scale, Engineer’s estimates, bidding documents for physical improvements.(x) Resettlement or relocation plan (xi) cost estimation (xii)Assess relationship to existing link and access roads and any needs for capacity improvement or traffic management measures; Assess relationship to sections of the road already designed or constructed
(c) Implementation/supervision Phase
The Consultant shall be responsible for
(i) Supervise and evaluate the implementation of
project activities/works;
(ii) Preparation of implementation plan/work plan,time Schedule.
(iii) preparation of O & M manuals;
(iv) Review project contracts including processing of progress certificates, review of extension of time claims, variation and change orders, non-conformance notices and monitor cost and expenditures;
(v) Monitor and control quality to ensure that the works are executed in accordance with standards, criteria, specifications, procedures, approved design and schedule, cost control;
(vi) Identify potential risks in the implementation of contracts, including cost and time over-runs, delays, and non-conformance with project specifications;
(vii) Assist the DSCC in managing fund flows, payments to the contractors, keeping books and work records;
(viii) Report progress and provide feedback on quality assurance and control issues;
(ix) Monitor the operation of the synchronized signals and fine tune the timings for better performance recommendations to improvethe coordination management techniques for better coordination with the stake holders/other agencies, specifically with Dhaka Metropolitan Police (DMP) traffic division.
(x) The surveys and counts shall be include all the intersections which are in the scope of work and also the adjacent intersections as considered by the consultant, necessary to establish the comprehensive synchronization plans.
(xi) The consultant shall design all the necessary physical improvements to the signaled intersections and any adjacent intersections whose improvement affects the functioning of the intersections in the scope of work. This should include road and pedestrian facilities.
(xii) The consultant shall prepare a plan of the proposed intersections that in the future that should be signalized.
(xiii) Any other related issues as consultant seems to be appropriate for the comprehensive study, viz Application of specialized knowledge and expertise from recognized professional agency/Institution.
(xiv) The consultant shall prepare cost estimation and draft bidding document
(xv) The consultant will supervise and monitor the implementation works.

| Experience, Resources and Delivery Capacity Required |

The Superintending Engineer invites Consultant firms to express their interest in providing the above services, Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). The REOI would be reviewed on the basis of the following to prepare a short list:
-Age of firm
-General Experience of the Firm is minimum 5 nos. of work.
-Availability of appropriate skills among staff (Like as Transport Planner, Transport Engineer, Urban Designer, Pavement Design Engineer, Drainage Engineer, Transport Economist, Road Safety Engineer, Traffic Signal Engineer(Electrical), Resettlement specialist).
-Demonstrated capacity to handle such assignment in terms of resources
-Experience in similar tasks minimum 2 nos. of work
-Average Annual turn over the firm of last 3 years
The EOI must contain information demonstrating that they are qualified to perform the services delineated above. Also the Criteria of evaluation of the EOI shall include:
Eligibility – the firm or, in case of a consortium, the lead firm or any member of the consortium must not be included in the list of sanctioned firms by the Bangladesh Government;
-Management Competence – information such as the age, legal status, reputation, organizational structure, and financial and managerial capability of the firm or the consortium shall be assessed to judge their competence;
-Technical Competence – the EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets, which should be annexed to the EOI;
Geographic competence – the EOI should also mention the firm or consortium’s experience to work all over the country and
HR Competence – the EOI should demonstrate the availability of pool of qualified and experienced engineers with the firm or the consortium.
Work Competence – Route feasibility, Alignment fix up, Layout planning, geometric design, intersection design, geotechnical design, structural and pavement design, and construction supervision |

Interested firms shall submit expression of interest (EOI) to the DSCC within the given time frame. The EOIs will be evaluated according to the provisions of the Public Procurement Rules-2008 Guidelines.
In a case where more than one firm forming a consortium to enhance their qualifications, the lead firm should submit the EOI. The EOI should outline the rationale for the proposed consortium, and describe how the work will be coordinated, managed, and quality control assured. They should have proven track records of management and financial solvency. |
