| Brief Description of Assignment |

1. Identification of the project under Public Sector Investment Facility (PIF)/ investment
need in Bangladesh.
2. Preparation and development of Concept Paper accepted by the Public Sector
Investment Facility (PIF).
3. Support in negotiations between BHTPA and Financial Institution for credit agreement.
4. Preparation of the modality of appointing agency firm to coordinate
during the project implementation.
5. Preparation and development of final feasibility study and support BHTPA
for successful negotiation with Ministry of Finance, Finland and Finnvera.

a) General Eligibility Criteria:
1. The Firm should have minimum 10 (Ten) years’ experience in the field of providing consultancy service.
2. The Firm should have specific experience in feasibility study of similar types of project at least 02 (Two) contract in last 03 (Three) years each of value USD 1.20 Million (One point two zero) or equivalent BDT 01 (One) Crore.
3. The firms may form Joint Venture; in which case all firms/entities shall be jointly and severally liable for the entries consultant's obligation under the contract. The total number of the firm's should not exceed the limit as indicated in PPR 2008 to accordance with Public Procurement Rules 2008.
4. The firm should be finish firm (Finland). The International Firm may use local consulting Firms as partner. Finish Firm with proven track record of establishing centre of Excellence in the past. However consulting Firms in the consortium will not exceed move then 2 firms including lead consultant.
b) Management Competence:
All in information as the company age legal status like-company registration certificate trade license, Vat, Registration certificate and up to date income Tax clearance certificate, last 03 (three) years audit report (only summary part) reputation, organizational structure, financial and managerial capability of the firm or the consortium will be accessed to judge the competency of the form/consortium.
c) Technical Competence:

The EOI should summarize the diversified experiences of the firm (or combined experiences of the consortium) supported by project sheets which should be annexed to the EOI.
d) HR Competence:
The EOI should demonstrate the availability of pool of qualified and experienced engineers/professionals with the firm or consortium.
e) Financial Competence:
The Firm should have financial capability including minimum turnover USD 1.20 Million or equivalent BDT 01 (One) Crore in last 3 years.
f) The Firm should have all updated legal documents to submit the EOI in the context of own and Bangladesh context.
