Brief Description of Assignment |

The Government of the People's Republic of Bangladesh has received financing from the World Bank toward the cost of the Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-I and intends to apply part of the proceeds for Procurement and Contract Management Specialist Position.
The broad scope of consulting services ("The Services") includes carrying out the following in the project influence areas of Jashore, Jhenaidah, Magura and Chuadanga district.
1. Develop procurement plan for goods, works and services under the project, and update the Plan as and when needed (at least quarterly) through the World Bank's Systematic Tracking of Exchanges in Procurement (STEP) system. Upload and update the procurement transactions using STEP;
2. Prepare drafts to Request for Expressions of Interest (REOI), Invitation for Bids (IFB), Bidding Documents, Prequalification Documents, Terms of Reference (TOR), Request for Proposals (RFP) and Pre-Bid Meeting Minutes as per World Bank Procurement Regulations, working in collaboration with technical staff, consultants, and Project Director (PD) of the project;
3. Guide and conduct procurement in accordance with World Bank Procurement Regulations for IPF Borrowers (July 2016, Latest Revised Edition(s)) ("Procurement Regulations");
4. Participating as member of the bid/proposal evaluation committee in evaluation of bids/proposals and prepare the draft reports/minutes;
5. Prepare draft contracts for all types of procurement;
6. Conduct procurement activities under the project using CPTU's e-GP portal as applicable.
The details scope and responsibilities of this consulting services are as mentioned in Terms of Reference (TOR).
The expected date for commencement of the services is November 2021 and the tentative duration of the entire assignment is about 44 (Forty four) months. The Local Government Engineering Department (LGED) under the Local Government Division, Ministry of Local Government, Rural Development and Cooperatives, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the services. Interested Individuals are requested to submit their (a) CV (Curriculum Vitae), which will indicate that they have the required qualifications and relevant experiences to perform the Services as per prescribed format (Form-A) and (b) Submission Letter. S/he should have at least Bachelor's degree in Engineering/Masters in Procurement, Supply Chain Management, Law, Commerce, Finance, or Business Administration. Professional certifications/degree in Procurement/Supply Chain Management from any recognized institution will be given preference. The short-listing criteria are:
1. At least total 10 (Ten) years of experience in carrying out public Procurement with primary responsibilities and substantial content of his/her position in practical application of internationally accepted procurement and contracting procedures and documents for works, goods and services;
2. Of which at least 05 (Five) years experience in managing internationally competitive procurement of large scale and complex civil works under projects funded by multilateral organizations such as ADB/AIIB and particularly World Bank;
3. Knowledge, understanding and experience of works on World Bank's Systematic Tracking of Exchanges in Procurement (STEP) system and CPTU's e-GP portal;
4. Individuals who are currently working full-time at any World Bank funded project and have a contract validity period of more than 6 (six) months are not eligible for this position. |

The attention of interested Consultants is drawn to the Section III, Para 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020," setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
