The Government of People’s Republic of Bangladesh has received loan from the World Bank to finance Western Economic Corridor & Regional Enhancement Program (WeCARE) Phase-1, Jhenaidah-Jashore Highway (N-7) Improvement Project and intends to apply part of the proceeds for Health, Labour and Safety Expert individual Consultancy Services.
The broad scope of consulting services (“the Services”) include to carry out following in the project.
1. Support and recommend the PIU to ensure on all Environment, Health and Safety (EHS) requirements related to upgradation of the Jhenaidah-Jashore National Highway.
2. Assist and recommend the PIU in taking all measures related to Occupational Health and Safety (OHS) issues to implement the project.
3. Support the PIU in handling labour issues and ensure all labour management requirements to implement the project.
4. Check all associated reports, data, procedure as instructed by PIU.
5. Ensure that all EHS, OHS and labour related risk-impacts and their mitigation measures are conducted in accordance with GOB and World banks policies (Environment and Social Framework-ESF) but at the same time aids with timely implementation of the project.
Expected date for commencement of the services is November 2021 and the tentative duration of the entire assignment is about 36(Thirty-six) months. A draft TOR can be found at the following website: (www.rhd.gov.bd or can be obtained at the address given at the letter head).

The Roads and Highways Department (RHD) under Road Transport and Highways Division, Ministry of Road Transport and Bridges, Government of Bangladesh now invites eligible Individual to indicate their interest in providing the Services. Interested Individual should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The consultant should have an appropriate post-graduate degree in Environmental and/or social Science/ Management or equivalent qualification in a related field. The expert has also received national accreditation on Environment Impact Assessment (EIA) or EHS. Some formal training/ course on legal/ statutory requirements from an environment, health and safety perspective for large infrastructure projects would be beneficial. The short-listing criteria are:
1. Experience in the area of environmental management or impact assessment, including environment, health and safety (EHS) management related of road construction or logistics infrastructure up-gradation projects.
2. Experience in design or implementation of EHS at large-scale road or infrastructure up-gradation project.
3. Experience in managing labour component during project implementation of large-scale road or infrastructure projects.
4. Experience in Donor funded road or infrastructure projects.

The attention of interested Consultants is drawn to the Section III, Para 3.14,3.16, and 3.17 of the World Bank's “Procurement Regulations for IPF Borrowers, July 2016 and updated in November 2020” setting forth the World Bank's policy on conflict of interest.
An Individual will be selected in accordance with the Individual Consultants Selection (ICS) method set out in the Procurement Regulations.
