| Experience, Resources and Delivery Capacity Required |

This is a national project with utmost importance towards the digital Bangladesh goal. So, the service provider must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. The Firm must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Minimum 5 years’ experience in ICT business as a registered company/entity. (Please submit the certificate of incorporation if applicable).
2. Must have valid and up-to-date trade license (2020-2021), Registrar of Joint Stock Companies and Firms (RJSC) registration (if applicable), VAT certificate, TIN certificate, update income tax payment certificate.
3. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 50 Lac and average annual turnover is BDT 2.5 Crore in last 2 years. Please submit the last 02 (Two) years audited financial statements (if applicable).
4. Must have minimum 2 projects’ experiences of developing software solutions for the Government of Bangladesh or any of its agencies or corporate sector. (Please submit work completion certificate along with a copy of the contract and URL).
5. The Firm needs to have at least one existing running software solution in Bangladesh in either Government or any of its agencies or other corporate sectors related to Public Service Delivery and Management, Document management, or file Management or Workflow Management. (Please submit copy of the contract, URL, and other relevant documents
6. Needs to have Test Environment ready with plan, necessary manpower equipped devices like servers, connectivity, testing tools etc. at firms’ premise. (Please provide relevant documents along with capacity and other details).
7. Firm must have competent full-time manpower/consultant in the team that includes Project Manager and other required positions mentioned in ToR. (Please submit a list of manpower with qualification for the above-mentioned positions)
8. Multiple Companies having technical and legal competency for providing such services can apply jointly but they must have legal agreement among them where one company needs to be lead. The joint venture company jointly needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to heave clear identification about each responsibility matrix along with IPR
Aspire to Innovate Programme now invites eligible Applicants/ firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 24 (Twenty-Four) months.
