| Brief Description of Assignment |

The objective of the consultancy services shall cover but not limited to the following scope:
Preparation of NWRP according to the direction of Bangladesh Water Act, 2013. The overall objective of the project has been set to prepare NWRP (in the backdrop of success and failure of NWMP 2001and addressing the BDP 2100 strategies) incorporating the new perspective of water resources assessment, allocation, uses, conservation and protection addressing new emerging challenges ahead. Planning needs, institutional reforms, refining the long-term national water management strategy and revising the portfolio of programs of the NWMP for the medium and the longer term will be considered in the NWRP.
The specific objectives of the project are:
To promote decentralize Water Management in Bangladesh through Strengthening of framework to enable stakeholder participation in the water sector planning process and regular public review of progress
- Assess Bangladesh's water (both quality, quantity and also salinity) resources and their medium and long term potential and constraints and to Develop and establish a framework for systematic evaluation and assessment of water resources
- To promote conjunctive use of Water
- To address uncertainty and adaptive Planning,
- Develop a longer term basin wise plan considering the delta dynamics.
- To preserve the aquatic and water depended ecosystem
- To identify the water resources problems and integrated measures of different hydrological region considering BDP 2100 hotspots
- To build the capacity of WARPO to become a center of excellence for the managing developing of water resources.

| Experience, Resources and Delivery Capacity Required |

The EOIs would be reviewed on the basis of the following aspects to prepare a short list:
(a) General and overall experience of the firm;
(b) Experience of the firm in similar works during the last 10 years including cost and duration;
(c) Average annual turnover of the firm during the last three (03) years;
(d) Summary of permanent professional employees with key qualifications including academic qualification and experience adequacy to perform the assignment;
(e) Availability of staffing and logistics of the firm.
Water Resources Planning Organization (WARPO) invites eligible consulting firm(s)/Institutions (National Consultants) to indicate their interest in providing the aforesaid consultancy services especially who have expertise in drafting national plan documents, process management and project management in complex sociopolitical environments. It must have experiences in medium term and long term Development Planning/Policy Planning at aggregate level. Experiences in macro level water sector planning, project planning in programmatic approach, scenario modeling and interactive design tools, implementation and investment programming expertise with experience in public funding and investment planning and strategy development are required.
Interested consulting firms should provide information demonstrating that they have the required qualification and relevant experience to perform the service such as registration of firm, Brochures summarizing their facilities and areas expertise, description of similar assignments, experience in similar operating environments and conditions, availability of appropriate experience and professional qualifications among staff and adequate resources to carry out the assignment, financial capabilities etc.
