| Brief Description of Assignment |

1. The Government of the People's Republic of Bangladesh (GOB) will provide fund from operating budget(all payments regarding consultancy services will be made in Bangladeshi Taka) towards the cost of consultancy services for “Detailed Feasibility Study and Design for Construction of 01 (one) bridge adjacent to Zero Point in Mymensingh town, 02 (two) bridges adjacent to Mymensingh EPZ, 04 (four) bridges on border road and 2nd Shomeshwari bridge respectively ofMymensingh Zone under the Roads and Highways Department, Bangladesh”by engaging consulting firm(s). The name of proposed bridges and main scope of the consultancy services are mentioned below:

iii. Ganeshwari Bridge at 21st km of Border Road (Z-2834) over the river Ganeshwari. Detailed feasibility study and detailed design.
iv. Shomeshwari Bridge-3 at 35th km of Border Road (Z-2834) over the river Shomeshwari. Detailed feasibility study and detailed design.
v. Nitai Bridge at 47th km of Border Road (Z-2834)over the river Nitai. Detailed feasibility study and detailed design.
vi. Brahmaputra bridge onIshwarganj-Uchakhila-Ahmedabad Bazar-Trishalroad (Z-3043) over the river Brahmaputra. Detailed feasibility study and concept design.
vii. 1(one) bridge at 11th km of IshwarganjUchakhila-Ahmedabad Bazar-Trishalroad (Z-3043) over the river Brahmaputra. Detailed feasibility study and concept design.
viii. Shomeshwari Bridge-2 at 36th km on Shyamganj-Zaria Birishiri-Durgapur road (Z-3704) over the river Shomeshari. Detailed feasibility study and concept design.
2. The broad scope of the Consultancy services primarily include preparing the feasibility study,conceptual/detailed engineering design of bridges including approach road, traffic study, hydro-morphology study, geotechnical investigation,environmental and social impact assessment (EIA), land acquisition plan, resettlement plan, economic study and preparation of the tender documents, BOQ, technical specification, cost estimates, for above mentioned services. The proposed bridges must be aesthetically attractive (4-Lane or more) with long spansfor less interruptionin river flow and water traffic.
Hence, the consulting services include carrying out the tasks mentioned below along the different roads under Mymensingh zone:
a.Task-1:This includes Traffic Survey, Topographic Survey, Geotechnical Investigation, Road Condition Survey, Bridge Condition Survey, Meteorology, Hydrology & Morphology Study, Environmental & Socio-Economic Survey,VideoSurvey, Road Safety Audit, Economic and FinancialAnalysis and other relevantsurveys that are required for the project.
b. Task-2:Prepare detailedanalysis, plan and assessment for Financial and Economic Analysis, Mathematical Modeling based on Hydrology and MorphologicalStudy, Environmental/Socio-Economic Impact Assessment, Environmental Management Plan (EMP), Environmental Monitoring Plan (EMoP),Land Acquisition Plan, Resettlement Action Plan, Traffic Modelingand other related studiesas per requirement of Procuring Entity.
c. Task-3: Prepare detailed design such as Geometric/Structural Designof the RoadandBridge Alignment, Pavement Design, Bridge Design, Design of Toll Plaza and Axle Load Control Station, Road & Bridge Furniture Design, River Bank Protection Design, Drainage System Design and other related designsbased on study as per requirement of the Procuring Entity.
d. Task-4:Preparetender documents, cost estimates, specifications, BOQand provide procurement supports for civil works upon the requestof theProcuring Entity.
3. The Roads and Highways Department (RHD) (Executing Agency) under the Road Transport and Highways Division (RTHD), Ministry of Road Transport and Bridges(MoRTB) now invites Expressions of interest (EOI) in English, from reputed consulting firm(s) eitheras individual firm or in Joint Venture/Association for short listing of Firm(s) for the captioned service. |

4. Consultants will be selected under Quality and Cost Based Selection Method (QCBS) in accordance with the procedures set out in the Public Procurement Rules, 2008 (PPR 2008) considering all subsequent Amendments.
5. The Interest consultants must have following experiences of rendering consulting service within last 10 years.
a. Experience of at least 01(one) detailed design of multi-span 4-lane pre-stressed concrete/steel, cable-stayed/suspension/arch bridge(s), not less than 1000 meter in length with the largest span not less than 90 meter;
b. Satisfactory completion of study and design of consultancy services at least 5 kilometer road section including Traffic Survey, Topographic Survey, Hydrology Survey, Axle Load Survey, Geotechnical Investigation, Socio-Economic Survey and Economic and Financial Assessment etc.
6. The EOI should especially include (along with certified English Translation if not English).
a. The firm’s registration certificate, Legal Entitlements of the Firm (Trade License, TIN, VAT, Registration, etc.);
b. Company profile: including management, personnel (especially key personnel regarding consultancy services), firm’s specialty, performance;
c. The latest annual report;
d. General and overall experience of firm(s) (limited to 3 pages) and experience of similar nature of services in last 10 years including procuring entity’s name, nature of services, contract amount, person-months, duration of the services with commencement and completion date;
e. Summary of permanent professional employees with key qualifications;
f. Audited financial statement (Balance sheet, Profit & Loss Account and Cash Flow Statement) for last 3 (three) years; and
g. Average annual turnover in last 3 (three) years. |

9. The Procuring Entityshall not be responsible for any costs or expenses incurred by the firm(s) in connection with the preparation or submission of the EOI. The Procuring Entity reserves the right to accept or reject all the Expressions of Interest (EOI) without assigning any reason. |
