| Brief Description of Assignment |

The main tasks of the consulting firm are as follows:
a. The firm is expected to maintain the Process Automation System by 24/7 to operate smoothly.
b. The firm is expected to collect, analyze the requirement, design and develop some new modules such as Ship Back, Bring Back, Bond to Bond Transfer, Replacement, CMT Permit Process, etc.
c. The firm is expected to supply/assign some technical resources (about 25 persons) including Software Developers, Maintenance Engineers, IT Support Executives etc. in BEPZA Executive Office and its Zone Offices.
d. The firm is expected to maintain, enhance and upgrade the Support Ticket Management System to operate the Process Automation System smoothly.
e. The firm is expected to develop any API (Application Programming Interface) with any stakeholder's and client's application as required. (Such as: One Stop Service (OSS), Bangladesh Bank, NBR etc.)
f. The firm will ensure Technical Experts (System/Network/Database) on-site at the BEPZA Head Quarter (HQ) and Disaster Recovery (DR) Site at Chattogram EPZ to maintain the Servers: Application Server and Database Server and Backup Server/ Disaster Management Server when needed by client during the contract period.

=> BEPZA now invites eligible consulting firm(s) to express their interest in providing the above mentioned services. They should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. EOIs should include (i) brochures (ii) experience of the firms (iii) description of similar assignments in the last 5 years (iv) financial resources (v) availability of relevant staff (vi) annual turnover for the last 3 years (vii) registration of the firm (viii) age of the firm in relevant business.
=>The EOIs would be shortlisted on the basis of: (i) At least 12 (Twelve) years of working experience of ICT Solutions (ii) Experience in Centralized and Distributed Database System in the similar Govt. Sector (iii) Availability of support services (iv) completion of successful 5 projects on web-based software applications for any Government institution in last 5 years with letter of appreciation (v) Must have CMMI L3 or equivalent valid certificate (vi) Must have individual experience to work in both Java & MSSQL platform in last 3 years in any Government (vii) Availability of support services-24/7. (viii) Have to demonstrate the organizational strengths and experience in development, implementation, maintenance and project management. (ix) Should have the maintenance experience of IT Enable Services such as LAN, WAN, DC and DR Server etc.

# Bangladesh Export Processing Zones Authority (BEPZA) has implemented web based applications (Process Automation System) for a) Export Permit; b) Import Permit; c) Sub-contract Permit; d) Company Permission; e) SFB and Plot Allotment; f) Bill Collection and Management; g) Local Purchase; h) Visa Recommendation; h) Work Permit; i) Repair Permit; j) Wastage & Garbage Permit; k) Worker Database; l) Dying Certificate/Permit; m) Sample Permit and n) Repair Permit o) SRO-56 Certification services etc. for all the enterprises in all EPZs which are based on JAVA/MSSQL platform and are full functional from 2016 as centralized system. Where all the applications have been integrated under a single platform. All the customs port of Bangladesh are also connected in the system. This facilitates the management and the stakeholders to perform their tasks within a single window. BEPZA also has implemented Support Ticket Management System. Presently all the support related to the process automation system are being maintained by this system.
# Now BEPZA intends to appoint a qualified IT Consulting Firm to perform the enhancement, modification, maintenance for the Process Automation System, Support Ticket Management System and supply ICT Manpower to BEPZA. The firm also has to perform the maintenance of Hardware, Networking relevant to above systems. The firm will also be assigned the tasks of managing Data Center in Head Office and DR in Chattogram in terms of data security (ie. Firewalls, Anti Viruses).
# The objectives of the consultancy services are to provide fully functioning and streamlined services to BEPZA, all EPZs and enterprises to enhance, modify, customize and perform maintenance for Process Automation System and supply ICT Manpower to BEPZA to operate all the ICT activities of BEPZA smoothly.
# The procurement process would be Quality and Cost Based Selection method.
