| Experience, Resources and Delivery Capacity Required |

This is a national project with utmost importance towards the digital Bangladesh goal so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources and processes. As such, following are defined as minimum eligibility criteria:
1. Minimum 5 years of experience in ICT business as a registered company/entity in Bangladesh. (Please provide work completion certificates to prove the experiences).
2. Must have valid and up-to-date Trade license (2020-2021)/ Register of joint-stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate (2019-2020).
3. Minimum 1 successful implementation of a project on Education/ e-learning System Development in the last 3 years. (Please provide work completion certificates to prove the experiences, contract copy).
4. Minimum 1 successful implementation of a project with the Government of Bangladesh/Private Sector/any international development partner in the last 3 years. (Please provide work completion certificates along with the contract copy to prove the experiences.)
5. Minimum average annual Turnover BDT 2.5 core for last 2 years.
6. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 80 lac.
7. Must submit documents demonstrating the management and operational capacity of the firm (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, Trainings and Human Resource strength: Project Manager, Solution Architect, Sr. Software Engineer, Software Engineer, DataBase Administrator, Database Engineer, Machine Learning Engineer, AI Expert, Mobile Application Developer – Android, Mobile Application Developer – IOS, Infrastructure Expert, Infrastructure Engineer, Security Engineer, DevOps Expert, Test Engineer, Documentation Expert, Support Engineer, Business Analyst.
8. Must submit ongoing project carried out by the organization.
9. Multiple Companies having technical and legal competency for developing such Products can bid jointly but they must have a legal agreement among them where one company needs to be master. The Master company needs to fulfill all conditions mentioned in this ToR. A joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
Aspire to Innovate Programme now invites eligible Applicants/firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 28 (Twenty-Eight) months.
