INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
According to the Renewable Energy Policy 2008 of GoB 1370 MW of energy is targeted to be generated from wind energy. The power sector utilities/ companies will generate 600 MW and 770 MW will be generated by the Private sector initiatives. To assist in this effort, SREDA, nodal agency to facilitate and promote renewable energy in Bangladesh, intends to conduct a site specific wind data collection campaign at two (2) potential sites within coastal regions of Bangladesh. To facilitate wind energy development, site specific wind data collection is must required. SREDA has identified some potential zones to collect site specific wind data where grid line is available, road infrastructure is good, and wind resource is expected to be strong enough for power plants. SREDA is going to collect site specific wind data at these sites and make a live database for wind energy to attract investors to go with green energy business. With this end objective, SREDA intends to appoint a consulting firm to establish MET masts at two identified potential locations, collect wind data and assess the potential for wind energy generation at these locations. |
Experience, Resources and Delivery Capacity Required |

Consulting Firm (National/ International) experience in the relevant field will be eligible for the assignment. Any Service Provider having Joint Venture Agreement / Sub Consultancy Agreement (SCA) with other similar international or local Service Provider will be taken into consideration for eligibility. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.The shortlisting criteria are:
• The consulting firm must have at least 5 years of experience in Wind data collection & reporting and should have completed at least 2 Wind data collection campaign of similar duration. Experience of working in South and South-East Asia with similar climatic and soil conditions would be an added advantage.
• The consulting firm should have completed at least two (2) wind data measurement campaign by installing met mast in last 10 years with a value of at least BDT 40 million or equivalent to BDT 40 million in USD/ Euro.
• Experience of at least one (1) wind MET tower installation and data collection project according to IEC 614001 standard will be highly preferable and will carry extra weightage in evaluation process.
• Consulting firm should have experience to perform the consultancy services, experience of similar assignments, experience in similar conditions, firm’s capability and availability of appropriate skills among the TOR mentioned key staffs, availability of resources, relevant transactional experience. The attention of interested consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
