| Experience, Resources and Delivery Capacity Required |

This is a national project with utmost importance towards the Digital Bangladesh goal so the bidder must prove that they have a solid technical background and operational strength to undertake and take this work forward without any hindrances. Bidder must also have adequate technical ability, resources, human resources, and processes. As such, following are defined as minimum eligibility criteria:
1. Minimum 5 years of experience with ICT business in Bangladesh. (Please provide work completion certificate along with copy of contract to prove the experiences).
2. Must have valid and up-to-date Trade license (2019-2020)/ Register of joint stock & companies (RJSC) registration (if applicable), TIN certificate, VAT Identification Number, Updated Income Tax Payment Certificate.
3. Must have experience of successful implementation of Data Driven System Development (Data Warehouse/ ETL/ Data Acquisition/ Data Visualization) in last 5 years. (Please provide work completion certificate along with copy of contract to prove the experiences).
4. Minimum 1 successful implementation of project with Government of Bangladesh or any development partner in last 5 years. (Please provide work completion certificate along with copy of contract to prove the experiences).
5. Must submit last 2 years audited financial report.
6. Average annual turnover needs to be minimum BDT 1 crore in last 2 years.
7. Net working capital/ liquid asset needs to be minimum amount of BDT 40 lac.
8. Need to submit available human resource list ( Project Manager, Solution Architect, Sr. Software Engineer, Software Engineer, User Interface Designer, Data Scientist, Documentation Expert, Quality Assurance Engineer, Infrastructure Engineer, System Analyst and Designer, Security Engineer, Data Visualization Expert, Mobile Application Developer - Android, Mobile Application Developer - IOS, Database Administrator, DevOps Expert, Support Engineer).
9. Must submit ongoing project carried out by the firm.
10. Multiple Companies having technical and legal competency for developing such Product can bid jointly but they must have legal agreement among them where one company needs to be master. Master company needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
Aspire to Innovate Programme now invites eligible Applicants/firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services. A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor.
Total duration of the contract is 24 (Twenty-Four) months.
