INFORMATION FOR APPLICANT

Brief Description of Assignment : (a) Background: Ministry of Law Ministry of Law, Justice and Parliamentary Affairs and The Supreme Court of Bangladesh have agreed to delegate the Scanning and Digitization of the Case Files from the calendar year 2000 to 2020 works to Bangladesh Computer Council. The Government of Bangladesh has allocated a fund to complete the work. Bangladesh Computer Council (BCC) is an organization under the Information & Communication Technology Division, Ministry of Posts, Telecommunications & Information Technology. The case files stored in the Supreme Court premises are required to be handled with extreme care. The proposed solution requires Case File Documents from calendar tear 2000 to 2020 shall be scanned using appropriate Scanning systems, Indexed, Stored in image and pdf format, and uploaded to document management system. The system will be initially hosted at BCC’s National Data Center at Agargaon. The Document Management System should be web-based application. The proposed solution will be end-to-end, flexible, scalable and preferably based on the open source technology and will meet the requirements specific to the functional scope of work. (b) Objectives of the Assignment : I. Scanning and Digitization of around 100,000 case files by June 2021. II. Average number of pages per file 500 III. Files are to be scanned and stored in the same manner. IV. Some files are old but not brittle. Book / Face-up scanner may be used to scan them. V. Scanning of both side of the documents would be required. VI. Few maps are there size may be A0 or more. A0+ documents can be folded to scan on flatbed scanner. VII. Index structure is suggested to include the Case file number, a combination of 4-5 metadata. They want the digital file name to be same as that. (The structure will be provided by the court). Party name(s) and other relevant are to be included as additional metadata for search. VIII. Searching is needed for the above mentioned metadata only. IX. All case files should have same index structure. X. Loose documents are to be bound with rope, to be opened and scanned. XI. Majority of the documents are Legal paper size. Good for A3 scanner. XII. The documents must not be damaged or destroyed during scanning. XIII. Physical locator map may be kept in the system. Locator licensing will be confirmed later. XIV. Around 500 user licenses would be required for using the Document Management Software XV. The Document Management Software will be initially hosted at BCC’s National Data Center and Supreme Court data center when ready. XVI. Work can be done in shift, 7 days a week. Scanning Services will be performed at the designated space at Supreme Court Premises. No document is allowed outside. XVII. Barcode/QR Code may be tagged on a case file being scanned. XVIII. API for Integration with other applications (c) Deliverables: I. The tenderer will deliver the scanned documents and case files from the Calendar Year 2000 to 2020 acceptable to the authority (Registrar Supreme Court or person(s) designated by the Supreme Court. For that all relevant soft resources must be provided to BCC and Supreme Court in the image form for each files and PDF format with indexing and searchable using key word, case number, parties to the case etc. after completion of work. II. The tender will bring his own all necessary equipment(s) for scanning the documents at his own cost and support to the site for 2 years. No payments will be made for the procurement of equipment. III. Vendor will provide training for 10 persons for updating and maintenance of the developed document management system. IV. The final scanned document will be hosted at BCC’s data center at a rent as displayed
Experience, Resources and Delivery Capacity Required : 1. Applicant shall have minimum 7 years overall experience in IT and software related field specially data archiving. 2. Applicant shall have minimum 5 years specific experience in similar intellectual services. 3. Applicant shall have service completion certificate for similar activity/service in Bangladesh against minimum 3 (three) work orders/Contract in last 3 years and value should be minimum BDT 17 Crore. 4. Reference of previous client for similar work/service should be provided by applicant. 5. Number of employees including CVs of key technical staff should be provided by applicant. 6. Current audited financial statements including a balance sheet, an income statement, year-end financial statement as well as turnover of last 3 years.
Other Details (if applicable) : Bangladesh Computer Council (BCC) reserves the right to undertake a pre-qualification exercise of the interested applicants/Firms. The pre-qualification will be made using such criteria as company’s capacity, experience and references, financial and organizational strength and stability etc. The qualified applicant/Firm will then be invited to participate in the subsequent bidding exercise governed by the rules and procedures of PPA 2006 and PPR 2008.
