INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The scope of services of the Consultant will include but not limited to the following:
Prepare gap analysis report identifying the need for innovative products and their required features keeping in mind the financial market of Bangladesh.
Developing minimum three (03) innovative financial products which are technically sound, financially viable, relevant to the contemporary economic situation, market-oriented, effective and easily saleable to the customer along with complete Product Program Guideline (PPG) incorporating detailed features, operational guidelines, risk assessment tools, techniques, procedures and credit risk management protecting the interests of BIFFL. All the tasks mentioned here must be satisfactorily acceptable to BIFFL.
Prepare marketing strategy for newly developed products.
Provide orientation on the newly developed products by conducting knowledge-sharing sessions to the potential sponsors/ subprojects, Participating Financial Institution (PFIs) etc.
• Develop and share financial models for minimum three (03) innovative products with BIFFL’s investment department and other stakeholders.
• Successful implementation of minimum three (03) innovative products (up to final disbursement stage as stated in the credit approval process of BIFFL’s Credit Policy).
• Conduct periodic review and revision of PPG upon appraising the performance and achievement against the set milestones of the new innovative financial products
• All jobs of the consultant will be fully supervised by BIFFL. In pre-execution & post-execution stages of project, consultant will be responsible for marketing in order to successful implementation.
• Any other related responsibilities as deemed necessary by BIFFL for successful implementation of the project. |
| Experience, Resources and Delivery Capacity Required |

Interested Consultants are requested to provide information demonstrating that they have the following qualifications and relevant experiences to perform the services:
• Post-Graduation in Finance/ Accounting/ Business Administration/ Economics/ Law from reputed University/ Institutions; Having relevant professional qualification will be an added advantage;
• 15 (Fifteen) years experience including 10 (Ten) years relevant experience related to innovative financial product development;
• Consulting experience in finance, banking, policy especially in project finance and infrastructure projects;
• Experience of successfully designing and developing innovative products for banks and financial institutions in financing long-term infrastructure projects;
• Having relevant international working experience in similar assignments and development partner funded (World Bank/ IFC/ ADB etc.) infrastructure projects with similar role/tasks shall be given preference;
• Having strong communication and presentation skills in English |

The Government of the People’s Republic of Bangladesh has received financing from the World Bank towards the cost of Investment Promotion and Financing Facility II (IPFF II) Project, a project of Finance Division, Ministry of Finance & implemented by IPFF II Project Cell, Bangladesh Bank (BB) and intends to apply part of the proceeds for consulting services through BIFFL.BIFFL is now seeking to hire Individual Consultant (Innovative Financial Product Development Specialist) for assisting BIFFL to develop innovative financial products for financing in infrastructure projects in Bangladesh.
The detailed Terms of Reference (ToR) for the assignment can be found at the following website: https://biffl.org.bd/e-tender/ .Duration of employment is 18 (Eighteen) Months and the place of work shall be BIFFL at Dhaka.
The Consultant will be selected using Individual Consultant Selection (Open-International, Contract type: Lump-suml) method following the World Bank Procurement Regulations for IPF Borrower, July 2016.
Consultants are requested to submit the following supporting documents: Letter of application; CV indicating all relevant experience, qualification etc. ;Brief description of why the individual considers him/herself as the most suitable and how he/she will approach and complete the assignment and Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.
Expression of Interest (EOI) must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 14 January 2021 before 3 pm (Bangladesh Local Time). A hard copy of the EOI is required (01 original and 01 copy) even if EOI is submitted via email.
The procuring entity reserves the right to accept or reject any or all of the EOIs or annul the EOI process at any stage without assigning any reason(s) whatsoever and without incurring any liability to the affected applicant(s). |
