| Brief Description of Assignment |
: |
The objectives of the assignments are:
• To guide the INGO in implementation of resettlement action plan.
• To review & verify the progress in the resettlement plan implementation.
• To assess whether resettlement objectives.
• To assess resettlement effectiveness, impact and sustainability, considering both policies and practices and to suggest any corrective measures, in case of mistakes and problems encountered.
• Produce quarterly report on progress of RAP implementation and due diligence.

Qualification and Experience
i. The proposers must have experience in monitoring/implementation of resettlement plan in similar large completed projects. Proposers’ detailed qualification and experience will have to be submitted.
ii. The qualified monitoring/implementation agency must have experience in monitoring/implementation of resettlement activities financed by development partner/GOB.
iii. The External monitoring Agency must be registered with Department of Social Welfare/NGO Bureau/Joint Stock Company.
iv. Since CCDB is Accomplishing the Resettlement Action Plan so CCDB itself and its sister concern isn’t eligible to participate.
Conditions
For the participation in the short-listing process; authenticated evidences shall have to be submitted by the proposers with the EOI in support of their qualification, experience and capability to demonstrate their effectiveness in monitoring resettlement plan implementation in the large project/projects. Individual proposers are being invited to submit their EOI for short-listing. JVCA is not allowed. The EOI should specifically include, amongst others as reflected in the table below:

4. Summary (projects and donor/Gob name, contract amount, assignment types, inputs in person-months) of similar donor/GoB funded resettlement projects monitored/implemented in the country region.
5. Number of affected persons in resettlement plans monitored/implemented by the proposer.
6. Nature, Size, employer, location and type of input for contracts in hand.
7. Summary of permanent professional employees with key qualifications and experience.
8. Audited Financial Reports of the proposers: for last three years.
EOI with supporting documents (one original and three copies) must be delivered on or before 12:00 hrs. on December 10, 2020 in sealed envelope marked with “Proposal for NGO/Consulting firm for External Monitoring of implementation of Resettlement works for the project to the address below:

Late submission shall be rejected summarily
Local, competitive, bidding procedure will be conducted and selection will be made by Quality and Cost-based Selection Procedure (QCBPS) (70:30) in accordance with Bangladesh Public Procurement Rules-2008. The request for proposal (REP), to submit, detailed technical and financial proposal is expected to be issued to the short-listed proposers within the time frame mentioned in PPR 2008.
The EA will not entertain any cost or expense incurred by the proposers in connection with the preparation or delivery of the EOI.
