INFORMATION FOR APPLICANT

Brief Description of Assignment : 1. The Government of the People's Republic of Bangladesh (GOB) is in the process of receiving a credit from the International Development Association (IDA) towards the cost of ‘Chattogram WASH Improvement Project (CWIP), to be implemented by Chattogram Water Supply and Sewerage Authority (CWASA), an Autonomous entity of the GOB. CWASA intends to apply a part of the proceeds of this credit to pay against the Consultancy Services for Technical feasibility and preparing safeguards documents of Chattogram WASH Improvement Project (the Project). The Project includes strengthening of CWASA distribution network including construction of infrastructures to support sustainable non-revenue water reduction plan and implementation of post COVID-19 resilience plan and response, assist CWASA to implement sanitation improvement investment and Institutional strengthening and Support to project management and construction supervision. The components of the proposed project are given below: Component 1 - Improvement of water supply system in project area Component 2 - Post COVID-19 resilience plan and response Component 3 - Preparation of sanitation improvement investment Component 4-Institutional strengthening and Support to project management and construction supervision 2. The main objective of the proposed consulting services is to prepare a project which is technically sound, well deliberated and analyzed, and addressed adequately the relevant social, environmental and institutional aspects of extending round the clock sustainable water supply to 5 sectors of Chattogram City. The other objective is to formulate terms of reference of consultants to prepare a sanitation project for Chittagong and other support services like project management and construction supervision. The above when fulfilled will present a investment project for Chattogram which CWASA will like to pose to the World Bank for financing through the Government of Bangladesh. 3. CWASA will appoint an independent engineering consulting firm (EC) to achieve the above objectives. The Role of the consultant under this assignment will render the following services mainly in two part i) Part 1: Technical, economic, and financial study The objective of the technical, economic and financial part of the study is to analyse the existing water supply situation and develop viable and appropriate solutions to achieve project objectives and prepare investment proposals which are sound from economic and financial perspective and are sound in engineering designs, drawings, cost estimate, appropriate procurement strategy based on market analysis, and bidding document. ii) Part 2: Environmental and Social Impact Assessment (ESIA) study The objective of the ESIA study is to assess environmental and social risk and impacts of the proposed components and activities and prepare an Environmental and Social Impact Assessment (ESIA) (including identifying all potential E&S risk and impacts) report in line with the World Bank’s Environmental and Social Framework (ESF) including mitigation measures and recommendations.
Experience, Resources and Delivery Capacity Required : 1. CWASA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short-listing criteria are: (a) General experience of the Firm(s); (b) Experience in similar projects of compatible size, complexity and technical specialty in the required area; (c) Financial soundness of the firm; and (d) Staffing and logistics of the firm. 2. Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria: (a) Registration paper of the firm (s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of man month, employer, location of service etc)
Other Details (if applicable) : 1. The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16,and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. 2. Consultants may associate to enhance their qualification, but should mention whether the association is in the form of a “joint-venture” or of “sub-consultancy”. In the case of an association, all members of such “association” should have real and well-defined inputs to the assignment and in such "association" it is preferable to limit the total number of firms including the associates to a maximum of four. 3. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. 4. Expression of Interest must be delivered to the address below by November 26, 2020 at 14:00 Hours (Bangladesh Standard Time) either physically (in person or by mail) or electronic mail. Chattogram WASA will not be responsible for any delay in submission including delay due to postal or any other reason. The authority reserves the right to accept or reject any or all EOI proposals either in part or in full without assigning any reason, whatsoever.
