The ‘School of future’ being an extension of ‘Sheikh Russel Digital Labs-2nd Phase Project’ is a scheme that sheds light in this education field and ensures the coverage of 300 reputed schools countrywide among 300 parliamentary seats, providing compatible IT system, digital content creation, learning management system, comprehensive E-learning for students, extensive virtual tutoring guidance for teachers, public attention and all necessary measures required to create an aim proved teaching and seamless learning environment.
The following components may be considered as primary scope for the above-mentioned integrated service delivery platform solution as reference but not limited to.
1. Learning Management System (LMS)
2. Online Tuition Fee Collection system,
3. Transport Management System,
4. Integrated Accounting management System
5. Human Resource System
6. Inventory management System ,
7. Payroll Management System
8. Mobile Apps for (Android and IOS)
9. Biometric Attendance System (Local and central )
10. Content Development tools for Teachers
11. Tools for Question Preparation (SCQ & Subjective) & Answer Numbering System
12. Centrally controlled Monitoring Dashboard
13. Big data Analysis
14. Installation of School of Future Management System at 300 Location
15. System Support of School of Future Management System for 12 Months at 300 School of Future (one Support staff for one School of Future)
16. Support Service and Maintenance of School of Future Management System for 24 Months at 300 School of Future (one Support staff for one School of Future)
This will be a centralized and integrated digital system for all ‘school of future’ for providing all kinds of digital services to the concerned institute beneficiary (Teachers, student, guardian and respective authority).
Please note that the functional scope of the proposed solution/system will be described more elaborately in the Terms of Reference (TOR) and will be finalized at the time of “System Requirement Analysis” phase of system development by the implementation and concerned authority. |

This is a national project with utmost importance towards the digital Bangladesh goal, so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrance. Applicant must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria: (Documents must be submitted in the following order)
1. Must have valid Trade License of at least 10 (Ten) years.
2. Must be registered with RJSC (Applicable for Joint Stock Company & Firm).
3. Must have experience in design, development and implementation of at least 05 (five) projects in the field of School/College/University educational Management system/Learning management System. Among the projects, at least 2 (two) projects should be complete deployments and deployment in Government agencies will be given preference.
4. Live Mobile App-LMS/EMS with 20,000 downloads will be given preference.
5. Experience of installing large scale web based educational Management system/Learning management System in any one school/educational institution (with 5000 students) will be given preference.
6. Should have minimum 40 (Forty) full time ICT personnel in company payroll related to system analysis, design, development, integration, testing, QC, training and implementation of web and mobile based applications/ software solutions.
7. Audit report of the previous 2 (Two) years. Yearly turnover of the firm shall be at least BDT 04(four) crore.
8. The minimum amount of Liquid asset of the firm shall be Tk. 2 (two) Crore (Certificate or proof on available liquid asset or fund availability, must be issued 03 (Three) months from the date of tender submission by the concern authority).
9. Must have BASIS Membership.
10. Documents demonstrating the management and operational capacity of the firm / joint venture (Brochures, Company Profile and other documents describing company expertise, strength and experience, core functions, products and services, similar assignments or project experience, availability of relevant professional staff and experience among applicant’s staff/resources to carry out this assignment.
11. The firms may associate to enhance their qualification in the form of a ‘joint-venture’ (JV) which will be preferable. All members of such an association will be individually liable for pre-determined real and well-defined inputs to the assignment. The maximum no. of members in the association is not more than 02 (Two). Both the firm must be Bangladeshi Firms.
12. Firms /JV will be selected in accordance with the procedure set out in Public Procurement Act 2006 and Public Procurement Rules 2008;
“Sheikh Russel Digital Labs-2nd Phase Project”, Department of ICT now invites eligible applicants to indicate the interest in providing the services. Interested firms/ joint-ventures (JV) are invited to provide information indicating that they are qualified to perform the services. This shall require substantiation through submission of brochures and other documents describing similar assignments, experience availability of appropriate professional qualification and experience among applicant’s staff, resources to carry out the assignment, financial logistical capability, etc.
A shortlist of firms/JVs will be prepared upon evaluation of EOIs of the eligible applicants and 'Request for Proposal' document will be issued in their favor. A firm/JV will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence within 2021.
