INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
• Assess the total IMED’s monitoring system, national M&E policy and necessary rules/regulations and guidelines/framework and identify the weaknesses in the present Monitoring and Evaluation system: Inspection, Data Collection, Data Storage, Reporting, Follow-up, etc. and recommend how to address those issues;
• Prepare sector based monitoring and Evaluation manuals/guidelines to facilitate effective and qualitative monitoring and evaluation in consultation with all stakeholders, capable of meeting the project monitoring requirement of the government;
• Preparation of a draft integrated national M&E policy and necessary rules/regulations and guidelines/framework;
• Update existing six(6) monitoring and evaluation manuals/guidelines prepared through IMED’s “Strengthening Monitoring and Evaluation Capabilities of IMED (SMECI)” project with the opinion of all stakeholders;
• Assist IMED in approval process of M & E Policy, which has already been prepared through SMECI project;
• Work to implement the “Strategic Plan of IMED (2008-2013)”;
• Develop/identify suitable data, analytical tools and techniques for getting appropriate result of the intervention through monitoring and evaluation. The same will have appropriate level of dimension to concentrate on climate change related adaptation and mitigation issues as well;
• Develop/identify real monitoring tools and techniques suitable for IMED officials;
• Review the existing monitoring and evaluation format, assist in integrating revised M&E formats with PMIS and perform testing and documentation;
• Work closely with other consultants to develop and run e-format in place of existing IMED formats;
• Advice and arrange conference and seminar for collaboration with all stakeholders to strengthen IMED;
• Prepare all related reports as required by Project Director of DIMAPPP;
• Coordinate the activities aligned to the focus of SMECI Project of IMED;
• Work closely with project management setup for timely, properly and successful completion of the project;
• Such other functions as may be assigned by the authority. |
| Experience, Resources and Delivery Capacity Required |

Qualification:
• Minimum Master’s degree or 4-year Bachelor degree in any subject, preferably in Development Planning, Statistics, Economics or Management and similar discipline.
• Master’s degree in Monitoring and Evaluation and similar discipline will be given preference.
Experience:
Minimum 07 (Seven) years working experience in project monitoring and evaluation as reputed National Individual Consultant. The candidate should have:
• Close familiarity with public sector’s development problems and issues and some research and working experience in the above areas;
• Sound knowledge in Bangladesh's development planning process and development plans;
• Familiarity with relevant local institutions, development research work and the sources of project data in Bangladesh;
• Knowledge and experience in designing M&E systems and conducting evaluations;
• Excellent analytical and communications skills and ability to write clearly and concisely;
• Strong interpersonal skills and ability to work effectively in a team-based environment and under tight time constraints;
• Understanding and knowledge of basic computer applications such as MS Words, Excel and database management;
• Experience of working within the Development agencies preferably in government system; and
• Ability to provide the full range of operational assistance with independent responsibility.

The individual M & E Consultant will be selected in accordance with the “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017. It is expected that the consultant’s service will be commenced at the beginning of October 2020.
