INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
(1) Responsible for preparing the DSA, MTDS of Bangladesh and other documents related to Debt Management of Bangladesh under the current PFM reform project. | (2) Responsible for preparing a robust NTR Database to improve non-tax revenues by identifying their potential and assessing the possibility to expand the non-tax revenue base and maximizing the fiscal benefits. | (3) Responsible to assess and conduct a debt sustainability analysis of Bangladesh using the Bank-Fund DSA Framework of LIC’s under the supervision of Senior Consultant of DSA & MTDS. (4) Responsible for conducting Medium Term Debt Management Strategy (MTDS) using the Bank-Fund MTDS toolkit under the supervision of Senior Consultant of DSA & MTDS. | (5) Responsible for maintaining and updating the integrated NSC Database and other documents related to the PFM reform project. | (6) Responsible for design, development and implementation of integrated debt database and/or functioning the DMFAS, interfaces with related software/database of TDM like iBAS++, NSD database, MI Module of BB etc. relevant interfaces with other GoB systems, update existing database system and other software modules. Design, development and implementation of a robust NTR database and establish necessary linkages with relevant system/database. | (7) Responsible for design, development and implementation of NSC related module of iBAS++, relevant interfaces with other GoB systems, update existing database system and other software modules | (8) Provide software & hardware maintenance support to the program and ensure smooth operation of Debt Database (DMFAS), NTR Database, NSD Database and other IT related matters of TDM Wing. | (9) Provide secretarial support to the TDM Wing, coordinate with the Program Office and maintain office systems and other official matters assigned by superior officials.

Experience, Resources and Delivery Capacity Required |

(1) Master’s degree in economics, statistics or related fields with some experience in Debt Management in Bangladesh, data collection or data analysis. At least 2 years of relevant and 15 years of service experience preferable in Civil Service. Comprehensive Knowledge of current debt situation, Debt Management system and practice of Bangladesh. Previous experience of working with macroeconomic data for Bangladesh will be highly valuable. Knowledge of statistical methods to conduct data analysis and expertise in MS Excel and/or STATA, e-views and/or relevant software is a plus. Excellent writing and communication skills including fluency in English and Bangla. | (2) At least a master’s degree in economics, Finance or related fields with some experience in work with NTR. At least 15 years experience as a civil Servant. At least 5 years of relevant experience. Knowledge of current NTR situation of Bangladesh. Previous experience of working with fiscal data for Bangladesh will be highly valuable. In depth knowledge of data analysis and expertise in MS Excel, and/or relevant software. Excellent writing and communication skills including fluency in English and Bangla. | (3) At least a master’s degree in statistics, economics or related fields with some experience in research using government level debt data. At least 10 years of relevant experience. Knowledge of current debt situation of Bangladesh. Previous experience of working with macroeconomic data for Bangladesh will be highly valuable. In depth knowledge of statistical methods necessary to construct a macroeconomic tool for debt analysis and expertise in MS Excel and/or STATA, e-views and/or relevant software. Excellent writing and communication skills including fluency in English and Bangla. | (4) At least a master’s degree in statistics, economics or related fields with some experience in research using government level debt data. At least 10 years of relevant experience. Knowledge of current debt situation of Bangladesh. Previous experience of working with macroeconomic data for Bangladesh will be highly valuable. Previous experience of working with government debt management strategies is highly preferable. Excellent writing and communication skills including fluency in English and Bangla. | (5) Master’s degree in statistics, economics or related fields with some experience in data collection or data analysis. At least 3 years of relevant and 10 years of service experience. Knowledge of Management and business process of NSC in Bangladesh. Previous experience of working with NSC data for Bangladesh will be highly valuable. Knowledge of statistical methods to conduct data analysis and expertise in MS Excel and/or STATA, e-views and/or relevant software is a plus. Excellent writing and communication skills including fluency in English and Bangla. | (6) Graduation in any discipline, preferably in Engineering or CSE/CIS/CS/EEE. Minimum 15 years’ experience in IT field. Experience. Experience may be relaxed in the case of highly qualified person depending on the field of assignment. Experience in developing and implementing IT systems for government organization, preferably in financial management sector. | (7) Graduation in any discipline, preferably in Engineering or CSE/CIS/CS/EEE. Minimum 15 years’ experience in IT field. Experience may be relaxed in the case of highly qualified person depending on the field of assignment. Experience in developing and implementing IT systems for government organization, preferably in financial management sector. (8) Graduation in any discipline, preferably in Engineering. Minimum 5 years’ experience in hardware and network management. | (9) Graduation in any discipline, preferably in Business Administration.
