Brief Description of Assignment |
: |
The Present Government’s Development Vision, Programmes and Strategies for the implementation of the vision of the Father of the Nation and the spirit of Liberation War. Emphasis of the Government on PPP for the implementation of development Projects. PPP Authority’s plan and programme to enhance the capacity of PPP practitioners and promote private sector’s participation is the PPP.
Component 1:
Planning, organizing, designing and mentoring a Comprehensive Training Programme on PPP for PPP Practitioners of Bangladesh. 20 days Training Programme required to be conducted for each Batch in 4 Modules and should be completed in 4 consecutive months, each module consisting 5-day training.
Each Training for 20 days; for 4 Batches, Batch size 25 persons; Total Participants: 100
Component 2:
Planning, organizing, designing and mentoring 10 (ten) Short Trainings on Various Aspects of PPP.
No of training; 10, No of days per training: 3; Batch size 20-30
Component 3:
Planning, organizing, designing and mentoring 02 PPP Study Visit/ Exposure Visit/Training Programme in Different PPP Advanced Countries:
No. of visit: 02; Participants per batch: 10-12
Component 4:
Conducting a PPP Training Needs Assessment (TNA) for practitioners and Prepare a Training Plan for PPPA

• LEGAL:
1. The Firm may participate alone or form a consortium (as a form of JV) of maximum 03 (three) members. Besides, JV sub-consultant partner may be associated, but sub-consultant/s experience will not be taken into consideration.
2. In case of the consortium, legal documents (as a form of JV agreement as per PPR 2008 and PPA 2006) on the partners’ roles and responsibilities should be included as an attachment to the Eol proposal. One member of the consortium represents as prime partner (Lead Member) and other as a member partner.
3. A letter of association will be needed for any member, represent as a sub¬consultant.
4. JV member can be associated with only one consortium, but sub-consultant can be associated with more than one consortium.
5. The firm/s (Lead and member) should be legal entities and registered national/international organization/ government organization/' public sector unit/ Limited Company or any subsidiary of the lead member that have not been prohibited by Bangladeshi or international court(s) to enter into contracts. In case of a government organization, it must have the permission for participating in the bidding process from the competent authority.
6. In case of consortium, all qualification criteria must be fulfilled jointly by the consortium.
• PROJECT SPECIFIC:
1. The firm (in case of JV, at least one member) should have 20 years’ Total Experience as training provider, at least 10 years’ experience in the field of Public-Private Partnerships (PPPs), Project Consultancy & Capacity Building both.
2. The firm or Member of JV must have experience to work with government bodies/agencies, experience of working in Bangladesh with any government bodies or agencies/autonomous bodies, will be given preference.
3. The firm or Member of JV must have experience to conduct at least 20 training/capacity building programmes per year of which at least 5 must have been for the PPP domain.
4. The firm or member of JV must have experience of conducting at least 10 international training/capacity building programmes in last 3 (three) years.
5. The firm or Member of JV should have experience of conducting short and long duration courses. Preference will be given those who have some experience of certificate course in similar nature.
• FINANCIAL:
1. The average annual turnover of the firm/ consortium should be USD 8.5 million or equivalent BDT in the last 3 (three) years.
2. Minimum Net Worth of firm/ consortium should not be less than USD 5 Million. Audited financial statements must be provided in support of minimum net worth requirement. In case the minimum net worth can not be met by the firm/s, in such case, minimum liquid asset of the firm/s should not be less than USD125 thousand. In case of meeting liquid asset criteria, the firm/s need to provide a document as a proof of Bank Solvency.
3. At least one experience of equivalent USD 500 thousand or more in a single contract or assignment.
• OPERATIONAL:
1. The firm/s must have at least 50 employees with direct payroll.
