| Brief Description of Assignment |

The objective of the assignment is to provide up-gradation, maintenance, knowledge transfer & capacity building and operational support to the overall Construction Permit Automation Software.
Component of the assignment:
1. Software Up-gradation and Maintenance: Payment gateway integration, API integration, Digital Signature, Deployment of OC and LSP etc
2. Knowledge Transfer and Capacity Development
3. Operational Support: On-site support, Help desk support, System support, Performance monitoring support etc for 24 months.

The Firm must prove that they have solid technical background and operational strength to undertake the type of assignments mentioned in the TOR and take this work forward without any hindrances. Firm must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must have valid and up-to-date Trade license/Register of joint stock & companies (RJSC) registration, VAT, TIN certificate and income tax clearance certificate for assessment year 2018-2019.
2. Must have a minimum 15 years experience in Development and Maintenance of Computerized/Web-based software as a registered company/entity in Bangladesh.
3. Must have CMMI Level 3 and ISO Certification
4. Must submit Brochure(s) of the firm and areas of expertise.
5. List and details of experience of the firm in software development and maintenance (over the last 15 years).
6. Minimum 3 (three) successful e-government project completion in following Software type related to public service delivery, office management, Data Management or Workflow Management in last 10 (ten) years.
7. Availability of appropriate Key professionals to carry out the assignment (mention academic qualification and length of experience).
8. Must have a valid membership of BASIS.
9. Bank solvency with credit facilities/liquid assets of minimum Tk. 3.00 (three) crore.
10. Shall have at least 1 (one) similar experience having minimum contract value of BDT 4.0 (four) crore in last 10 years having completion certificate.
11. Audited financial reports of last 03 (three) years to calculate average annual financial turnover not less than Tk. 3.00 (three) Crore.
