INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
For Design Review and Continuous Supervision, the consulting firm has to perform following services:
a. Design Review of the proposed building during the construction period if required.
b. Design review of the mechanical ventilation provision with ducting network (force ventilation system) for basement area if necessary.
c. Design review of the water extraction and discharge for basement area if required.
d. Review of pressurized fresh water system network design for entire building with variable pressure control provision if required.
e. Review of external electrification design & drawing up to 37 storied Building if necessary.
f. Review of fire protection & detection system design & drawing up to 37 storied Building if necessary.
g. Necessary review of design & drawing for sewage treatment plant (STP) system up to 37 storied Building.
h. Necessary review of design & drawing for service center equipment.
i. Necessary review of design & drawing for Deep tube well installation.
j. Necessary review of design & drawing for C.C TV, sound system/public Address system, Access control system.
k. Full time supervision by experienced Civil & Electrical Engineer.
l. Preparation and submission of itemized statements of progress to PIL at time intervals for necessary design review and for supervision as deemed appropriate.
m. Supervision of the whole project at structural point of view from starting and up-to finishing of the construction work.

| Experience, Resources and Delivery Capacity Required |

a. General Experience of the consulting firm should have at least 20 (Twenty) years.
b. Specific experience in conducting similar nature project as Prime Consultant for design, drawing & supervision consultancy services of minimum 22 storied with one basement building works.
c. The consulting firm should have an adequate financial resource/capability to perform the assignment in due time & manner.
d. The firm should have a well conversant team of specialist and having strong and proven orientation towards such type of consultancy services.
e. Eligible consulting firms are to indicate interest in providing the above mentioned services. Interested consultants must provide information indicating that they are qualified to perform the services (such as: brochures, description of similar assignments, experience in similar assignments, availability of appropriate skills among staff, proposed methodology, work plan etc.)
f. The minimum amount of liquid assets i.e. working capital or credit line(s) of the Consulting firm net of the other contractual commitment shall be at least BDT 20 (Twenty million) million.
g. The financial capability should be shown as Financial Turnover supported by audited financial reports for the last Three years.
h. In case of Joint Venture each partner of the Joint Venture shall be jointly and severally liable for the execution of the assignment, all liabilities and ethical and legal obligations in accordance with the Contract terms and conditions.
i. Submitted EOI’s would be evaluated on the basis of among others the following:
1. General Experience
2. Specific Experience
3. Experience of the firm in the Design, Supervision of high rise buildings.
4. Qualification and Experience of Key Experts
5. Work Methodology and Work Plan
6. Financial Capability of the Consultant Firm |

a. The financial capability should be shown as Financial Turnover supported by audited financial reports for the last three years.
b. The above mentioned criteria are an outline of overall for the prospective Consultancy Firm. However, the detailed Terms of Reference (TOR), qualification criteria, resource requirements, financial strength and all other related terms as required for rendering the consultancy services will be clearly elaborated in the Request For Proposal (RFP). This RFP will be issued only to the short listed consultancy firms.
c. Submitted Proposals (Technical & Financial) from the shortlisted consultant firms will be evaluated according to the Quality and Cost Based Selection (QCBS) method.
d. The Consultant Firm shall be selected in accordance with PPA-2006 and PPR-2008.
e. Expression of Interests (EOI) in three sets [One original + Two duplicate] shall be submitted in sealed envelope, delivered to the address of the under signed.
f. EOI must be delivered in both (i) electronic format to pil_bsec@yahoo.com & pildhaka2423@gmail.com (ii) hard copy by hand/Post/ Courier service/Carrier.
g. Copy of the indicative TOR may be collected from PIL website/office.
h. Late submission will be rejected.
