Brief Description of Assignment |

The consulting services Independent Third Party IT Audit of Bangladesh e-GP System (the Services) focus on comprehensive IT audit to determine whether risk management, control, and governance process over the e-GP system provide reasonable assurance that: (i) security and confidentiality of procurement transaction data is appropriate, (ii) quality and integrity of the system is satisfactory and reliable (iii) People, Process and Technology are Cyber-resilient. The detailed scope/information is available in the Terms of Reference (ToR).
The Central Procurement Technical Unit (the Employer) of Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning now invites eligible consulting firms (the Consultants) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:
1. General experience of the firm(s);
2. Experience in IT system auditing and assessment of information security compliance of similar size, complexity and technical specialty in the required area;
3. Financial soundness of the firm; and
4. Staffing and logistics of the firm.
It shall be made clear whether responsibility of the firm was in the capacity of a principal firm (lead partner) or as an associated firm (sub-consultant/JV partner) with detail scope of the service. |
Experience, Resources and Delivery Capacity Required |

Consultants are requested to submit the following supporting documents against the above mentioned criteria:(a) Registration paper of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Similar service experience record (including nature, total cost, total input in terms of staff month, employer, location of service, scope of services etc.) of not more than 5 (five) assignments. The experience of a parent company, subsidiary company, group of companies or associates (whatever the names) of the Applicant shall not be considered in evaluation.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers 2016, setting forth the World Bank’s policy on conflict of interest (https://www.worldbank.org).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In the case of an association, all members of such “association” shall have real and well defined inputs to the assignment and the total number of firms including their associates shall be maximum of three. In case of association in the form of sub-consultancy, the experience of sub-consultant shall not be considered in evaluation.
A Consultant shall be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in The Procurement Regulations for IPF Borrowers of the World Bank. It is expected that the consultant shall take up the assignment in October 2020 which will continue up to December 2020 (about 3 months).
The detailed ToR shall be available upon request either through email (cptudg@cptu.gov.bd; cptudir3@cptu.gov.bd) or in person at the address below. Expressions of Interest (EOI) shall be delivered in a written form to the address below (in person, or by mail) with 1600 hours by July 31, 2020. The submission shall be clearly marked as Expressions of Interest for Consulting Services for Independent Third Party IT Audit of Bangladesh e-GP System. A soft copy of the same shall also be sent to Director General, CPTU through email. Late submission of this shall not be considered. The CPTU reserves the right to accept or reject any or all of EOIs. |
