| Brief Description of Assignment |

"Scope of Work
The Database Administrator will be responsible for maintaining MIS Database and Report generation through SQL. Ensure extended support of database with keeping up to date. Provide support if require troubleshot and managing database access. DB Admin will support the agency for strengthening its software database management capacity. Key responsibilities include, but are not limited to:
• Responsible for providing expert judgement and analysis for the design, development of Oracle and MySQL Database in Linux/Solaris OS.
• Resolves database related technical issues and conduct advanced research to identify any challenges that may create problem in future.
• Installing and upgrading the database server and application tools.
• Enrolling users and maintaining system security
• Ensuring compliance with database vendor license or other issues
• Experience configuring and maintaining highly scalable environment
• Writing and optimizing code in PL/SQL
• Tuning and troubleshooting Oracle instances
• Optimize database systems for performance and reliability
• Plan and coordinate data migrations in system upgradation
• Identify and rectify database errors with on time solution delivery
• Establish the needs of users and monitor user access and security to the database;
• Manage datasets in DSS MIS and incorporate relevant external datasets into the DSS MIS;
• Prepare database documentation, including data standards, procedures and definitions for the data dictionary (metadata);
• Control access permissions and privileges;
• Conduct data mining for analysis and generate reports for management review;
• Coordinate with, and refer major issues to, any firms contracted for systems maintenance (MIS);
• Generating various reports by querying from database;
• Any other task assigned by DSS"

| Experience, Resources and Delivery Capacity Required |

"Qualifications & Experience
• At least a Bachelor’s Degree in ICT / CSE / CST/ CIS / EEE / ECE; or Master’s Degree in Electronics/Mathematics /Statistics / IT / Computer Engineering / Computer Science/ Library & Information Science / MIS;
• At least 5 years of experience in database management;.
• Knowledge of Backup/Recovery methodologies and strategies ;
• Knowledge of Database Performance Tuning;
• Knowledge of Oracle high availability database configuration like: Data Guard and RAC
• Sound understanding on MIS/ERP methods and approaches;
• Must have professional experience in MySQL and Oracle Database;
• Skills in programming in PHP and HTML;
• Experience in and knowledge of information security would be preferred;
• Excellent communication skills (speaking and writing) in English and Bengali.

"* DSS now invites eligible applicant(s) to indicate their interest in providing the services mentioned above. Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI) comprising of a CV (including employment history with duties and responsibilities) [one hard copy and also a soft copy in CD (MS word format)], a recent passport size photograph and a forwarding letter describing briefly the reasons that the applicant considers him/her-self best suited to perform the assignment.
* The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016” (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
* The duration of the services will be forty (40) months. However, the contract period may be increased or decreased based on project needs.
* Details Terms of Reference (TOR). CV Template and other information will be available upon request from the address provided below either through email or in person. ToR and CV Template are also available in DSS’s website (http://www.dss.gov.bd/).
* The consultant will be selected following the Selection of Individual Consultant method of the World Bank Procurement Regulations for IPF Borrowers, July 2016.
* Expression of Interest shall have to be submitted to the following address (in person, by mail or through email) by 09 July 2020 by 5:00 pm and be clearly marked as ""Expressions of Interest for the position of …………………………………….………………….……….(Package No. ……..………)” in the email’s subject line or on top of the envelope.
