| Brief Description of Assignment |

The Consultant’s duties and responsibilities will include but not necessarily be limited to the following (Details are specified in TOR):
(i) To conduct the detailed study to determine if the proposed TSDF Project is feasible considering its importance and its impact on environment and on economy
(ii) To prepare the detailed Site Selection Protocol (SSP) & Criteria for the establishment of a TSDF in Chattogram, and identify suitable site(s) for the establishment of the TSDF;
(iii) To prepare a full-scale Environmental and Social Impact Assessment (ESIA) report for the proposed TSDF;
(iv) To carry out a detail Economic and Financial Analysis of the proposed TSDF;
(v) To develop a Business Plan for TSDF operation; and
(vi) To prepare Project Document for the TSDF Establishment Projec

Interested consulting firms must provide information indicating that they are qualified to perform the same. Brochures, description of similar assignment & experience certificate have to be submitted. The documents also include: i) up to date valid trade license, vat registration, up-to-date income tax certificate. ii) Registration of firm. iii) Available of key professionals, iv) Turnover of the consulting firm, v) Experience of the firm in similar works with respective certificate from employer, vi) Agreement of JV where necessary, vii) Experience of the firms in other works, viii) In case of JV, the partner firm which will bring the most technical support for the assignment will be leading the JV. ix) The Consulting firm must have at least 5 years’ experience in conducting similar works, and its details description must be submitted. |

i) Consultants should be short listed in accordance with the Public Procurement Rules 2008. ii) The interested firm(s) may form joint venture, consortium of association (JVCA) with other firms (local or other countries) to enhance their qualification and experience but total number of firm in the joint venture, consortium of association(JVCA) should not be more than 2 (two). The lead firm or its JV/Consortium firm must have the experience of conducting Feasibility Study and experience of similar nature project. The lead firm or its JV/Consortium firm must have the experience of working in the maritime sector, and experience in the field of ship recycling industry will be an asset.
