INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
The Expert will work in collaboration with the Project Management Unit (PMU) under the DLS and relevant entities, project team and the selected processing companies, small and medium enterprises and farmers’ organizations and farmers. The duties include, but are not necessarily limited to:
• Develop a work plan and lead implementation of project activities in coordination with DLS and other relevant entities in development of slaughterhouses and the meat processing value chain; Lead the project implementation teams in sectoral assessment and baseline data collection on current situations in slaughterhouse and meat processing in the country;
• Identify possible slaughterhouse development methods in the country, with focus on hygienic slaughtering in wet markets, and the construction of local and regional slaughtering infrastructure, as well as slaughterhouses and meat processing in the metro areas; Directly supervise the development of slaughterhouses, processing, and marketing structures for meat;
• Review an improve designs for slaughter infrastructure (wet markets and district facilities) proposed by design and supervision firms, to ensure that they enable compliance with national food safety standards, and incorporate global level innovation for food safety and output
• Develop a capacity building plan, prepare training resource materials and deliver trainings; Advice the DLS and MOFL on the policy documents, Consult management of the slaughterhouses on the modern methods to support the development of the slaughterhouse enterprises; Provide technical support (technical spec. of machineries, building design, utilities and waste water treatment) to the procurement process; etc.

Experience, Resources and Delivery Capacity Required |

Educational Qualification:
Advanced university degree in Animal Husbandry/Veterinary Science/Food Processing, with specialization in Livestock Slaughtering and Meat Processing, or other education / industry experience that provides the necessary analytical and technical skills.
Technical and Functional Experience
• A minimum of 15 years practical experience in the field of meat processing and slaughterhouse development, including experience in the developing countries involving technical cooperation. 20 years of similar experience will be an added advantage.
• Knowledge of the needs, conditions and problems in developing countries and hands on experience of the slaughterhouse operations and practical experience with the modern slaughterhouse and meat processing equipment.
• Experience with market research, Results-Based Management, in particular with Log-frames /results chains analysis for policy advice/strategy development, or development projects, highly desirable.
• Experience from working with livestock slaughtering and meat value chain analysis, particularly in developing countries is highly desirable.
• Sufficient skill on computer operations; Ability to work under pressure and good interpersonal skills to integrate in teamwork.

• Persons who are already in services of the Government of Bangladesh or the local authorities/Corporation etc. must have written certification from their employer/ office head confirming no objection to allow for work full-time outside (on lien) of their official position.
• For International candidate, work permit, working visa and other legal requirement as deemed necessary must be arranged by the consultant himself.
• Interested candidates are requested to send a CV (maximum in 6 pages) as per RFP which includes full name, date of birth, citizenship, complete personal contact details, education, membership in professional associations (if any), other training, countries of work experience, languages with levels of proficiency, full employment record with dates, description of job responsibilities, at least two references and a brief justification for the position which he/she is interested too.
