| Brief Description of Assignment |

The Department of Livestock Services (DLS) under Ministry of Fisheries and Livestock (MoFL) of the Government of Bangladesh has received financing from the World Bank toward the cost of the Livestock and Dairy Development Project (LDDP), and intends to apply part of the proceeds for Selection of Firms for Technical Assistance in Agro-Business Planning, Technologies and Marketing Advice and Implementation Support.
The consulting services (“the Services”) include
• Develop concept notes, inception report, technical assistance strategies and work plans after due consultation with LDDP project team and relevant stakeholders
• Prepare reports and recommendations such as technical assessment report, market analysis, business opportunities analysis, strategies for network of smallholder groups, reports of value chain analysis, business plans, upgrading/modernization plans, technology transfer and marketing strategy will be submitted as necessary
• Assist in the preparation and implementation of the sub-grant and matching grant schemes
• Assist developing dairy hubs, milk and meat processing and other livestock businesses (goat, sheep and poultry) for sustainable development of the industry
• Capacity building of small holders and producer groups in livestock sector value chains (mainly the dairy, poultry, sheep & goat)
• Capacity building of national institutions on agribusiness development and management (DLS, NGOs, banks, academics, etc)
• Submit reports in English and Bangla both in hard and soft copy quarterly and annual basis

The Department of Livestock Services (DLS) under Livestock and Dairy Development Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information Interested Consultants should provide information on prescribed Format (Form-A) issued with this REOI demonstrating that they have the required qualifications and relevant experience to perform the Services demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
1. The firm(s) must have registration from authorized body or authority and properly constituted managing body with clearly defined rules and responsibilities for office bearers demonstrating technical and managerial capability.
2. The firm(s) should have at least ten (10) years overall experience and five (5) years specific experience in the field of Agro-Business Planning, Technologies and Marketing Advice and Implementation Support, starting from 01 January 2020.
3. The consulting firm(s) should have relevant experience in successfully implementing at least 2 (two) contract of total value of BDT 300.0 Million or equivalent currency within last five (5) years, starting from 01 January 2020
4. Working experience with government/Semi government/Autonomous counterparts. Experience in foreign funded project will be considered as added value.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised Nov. 2017 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Although the lead firm in the joint venture will provide the core expertise, each partner of the JV has to be reasonably qualified to take over the responsibilities and role of any of the partners that may fail to perform or withdraws.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
