INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
The Monitoring and Evaluation (M&E) Specialist will work as member of the PMU, SCMFP to support implement the project successfully under the direct control and supervision of the Project Director. The scopes of the services of the consultant includes, but not limited to:
? Develop a M&E plan with guidelines, manual including indicator reference sheets, tools, and reporting format for the project;
? Establish and operationalize a M&E system aligned to POM and vice versa;
? Develop and quantitative and qualitative M&E tools;
? Ensure M&E capacity is maintained in the project and especially in M&E offices and Regional M&E staff by providing training, and participating in field visits;
? Assess the need to develop additional indicators beyond those in the results framework of the PAD; if needed, to develop a list of additional of indicators, their rationale and M&E plan;
? work closely with the communication specialist of the project on messaging of progress and lessons learned;
? Assist in the design of the project Dashboard and Portal that will manage the project data and information and keep track of information flows;
? Organize implementation of M&E project activities and prepare M&E reports and verify internal consistency and validity of data;
? Work with Project management consultant on M&E methodology and reporting formats;
? Oversee data collection, providing guidance on data processing and aggregation;
? Participate in WB missions and provide the necessary inputs as requested;
? Provide inputs to progress reports responsibility of PMU;
? Coordinate the development of, maintain and update the M&E data/ information of the project using database software; (MIS /GIS) with the assistance of concern IT personnel;
? Provide guidance to Regional, District level /upazila level M&E officials if and when needed.
? Assist the PD in development of ToR and hiring process firm(s) to undertake (1) baseline assessment (2) mid-term progress assessment (3) end-term studies/ impact assessment.
? Monitor project activities and outputs;
? Assist in monitoring and supervision of the survey consulting firms and others in (1) baseline assessment (2) mid-term progress assessment (3) end-term studies/ impact assessment;
? Facilitate and organize training and workshops on M&E for the PMU and other stakeholders. Carry out any other tasks compatible with assignment as M&E Specialist assigned by the Project Director.

| Experience, Resources and Delivery Capacity Required |
: |
(i) Required qualifications:
? Post-Graduate Degree in Fisheries/Marine Science/Natural Resource Management/Veterinary Science/Project Management/Business Administration/Development Studies/Statistics/ or any other relevant subjects.
? Minimum 15 years extensive experience in design and implementation of M&E systems including monitoring framework, M&E manuals and tools, data collection and surveys in GoB or Natural Resources Management
? Organization; Demonstrated capacity to work in a team environment;
(ii) Preferred qualifications
? At least 10 years work experience in planning, M&E activities of development project in fisheries subsector.
? Experience in Result Based Monitoring;
? Experience in design and implementation of project results frameworks and M&E tools and methodologies and data quality assurance;
? Excellent working knowledge of English and proficiency in written and spoken English and report writing;
? Computer literacy skills(MS word, Excel, statistical software & PowerPoint)
? Experience of implementing GoB/donor/World Bank funded projects will be added qualification; |

The duration of this contract will be for 38 months, subject to a 12-months probation period. However, the duration of the assignment may be further extended or reduced subject to programs needs and consultant performance.
The Department of Fisheries represented by Project Director invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the said consultancy services. The applicants are requested to submit application along with forwarding letter and CV. The ToR of the consultant will be available in the website of Department of Fisheries (www.fisheries.gov.bd). Applicants may also obtain further information and collect the ToR from the office of the under signed during office hours i.e. 09:00 to 17:00 hours (Local time- GMT+06:00Hours) on all working days up to March 02, 2020.
A consultant will be selected following the Selection of Individual Consultants method as set forth in the World Bank Procurement Regulations for IPF Borrowers, July 2016 revised November 2017.
