| Brief Description of Assignment |
: |
The consulting services (“the Services”) include Preparation of Temples Design and Estimate, Tender Documents, Construction Supervision and Bill certification. The main objective of the consultancy service under this Terms of Reference (TOR) is to provide technical, socio-environmental and management support to the Project Management Unit (PMU) Engineer to implement the project ensuring compliance with the policies / guidelines of the Government of Bangladesh (GoB). Broadly the objective es summarized below:
a) Carry out detailed Temples design and prepare tender documents of the subprojects following FoB social and environmental safeguard policies; Ensure high standards of quality assurance in execution of works and completion of work within stipulated time limit;
b) Conduct comprehensive supervision project implementation activities carried out by the contractor (S) to ensure total compliance with the drawings, technical specifications and various stipulations in the contract documents;
c) Support the PMu Executive Engineers project planning, monitoring, reporting and financial management;
d) Assist Executive Engineer to review and check the Contractor’s Payment Applications through verifying the accuracy of the measurement and costing calculations and the sufficiency of the supporting documentation. Also certify the contractor’s eligible payments. Also help PMU to prepare and issue final completion certificate, as built drawing, handover documents related papers, photographs of every sub-projects.

| Experience, Resources and Delivery Capacity Required |

The Consultant/Consulting firm should have the following capacity for each package-
a) At least 10 years experience in the relevant field Experience performing minimum one similar assignment within last 5 years.
b) At least 01 architect of minimum 15 years experience having bachelor degree in the relevant field.
c) At least 01 Structural Engineer of minimum 15 years experience having minimum bachelor degree in Civil Engg. in the relevant field from any recognized university.
d) Four graduate Civil Engineer having minimum 15 years in construction supervision experience and other necessary experienced site related personnel.
e) Key Experts will not be Evaluated at the short listing Stage

h) One Original and One Copy of EOI Documents to be submitted for each package.
i) JV agreement/letter of intent (if applicable)
j) Audited financial reports for last three years
k) the experience certificate/ work order
l) Copy of VAT, Income taxes, Trade License and other relevant papers.
