Dhaka Water Supply & Sewerage Authority (DWASA) was established on 1963 with an aim of ensuring proper management of water supply and sewerage disposal in Dhaka. To enhance satisfactory customer support and better public service delivery, DWASA has taken the initiatives to implement the project named “Design, Development and Implementation of Redressal System and Post-development Support and Maintenance” includes but not limited to the following services:
a) Phase-I: Design, Development and Implementation of Redressal System.
b) Phase-II: Post-development Support and Maintenance.

This is a national project with utmost importance towards the digital Bangladesh goal, so the bidder must prove that they have solid technical background and operational strength to undertake and take this work forward without any hindrance. Applicant must have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
1. The consulting firm must have minimum10 (ten) years of Software Application Development experience in public sector.
2. Must have successfully running at least 2 (two) projects of redressal system in outsourcing model for the last 5 (five) years in public sector.
3. Having experience of redressal system software (at least one) with minimum contract value of BDT 10 million within last 5 (Five) years in government organization.
4. Working experience providing customer services in public utility sector will be given preference.
5. The consulting firm must have experience in nationwide large-scale web-based applications in highly scalable, highly secured and highly flexible enterprise level architectural systems of minimum 100 TPS in public sector.
6. Must have experience in administrating and managing at least two (2) software application with 24/7 support & helpdesk operations for public sector.
7. The consulting firm must submit BASIS membership certificate.
8. The consulting firm must have CMMI Level 3and ISO 9001 certificate.
9. The consulting Firm should submit audit report of the previous three years. The average annual turnover of the consulting firm must be not below BDT 100 million in the last 3 (three) years.
10. In case of Joint Venture (JV) each member of the consortium must comply criteria (1,2,3,4,6,8) separately.
DWASA now invites eligible applicants to indicate the interest in providing the service. Interested consultants/vendors are invited to provide information indicating that they are qualified to perform the services. A shortlist of consultants will be prepared upon evaluation of EOIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. A consultant/vendor will be selected using the Quality and Cost Based (QCBS) method. It is expected that the services will commence in May, 2020. The Applicant must submit the following documents along with the EOI:
1. Certificate of Incorporation, up to date valid Trade License, TIN, Tax Clearance Certificate and VAT Registration Certificate.
2. Company brochure/profile covering company expertise, strength and experience.
3. Original copy of up-to-date Bank Solvency Certificate (not more than 15 days old).
4. Necessary documents proving project related experience i.e. Completion Certificate/Appreciation Letter/Contract Agreement/Purchase Order.
