INFORMATION FOR APPLICANT

| Brief Description of Assignment |
: |
Task A : Background study, site assessment and survey :
• Study historical background, previous studies, maps, reports and relevant rules, regulations regarding the Project and its components.
• Conduct topographical survey, sub-soil investigation, traffic and transportation survey, drainage survey and other relevant surveys (Like digital survey including contour map) for the feasibility study.
• Conduct site suitability analysis considering the physical aspects, geography, environment and social context.
Task B : Data collection and demand projection :
• Carry out market survey to ascertain the demand of the land for various uses (commercial, residential, recreational, institutional etc.)
• Project the demand for the next 30 years (at least) for base case, optimistic case and pessimistic case.
• Prepare alternate options (type and height of buildings) for development and relevant marketing strategy.
Task C: Master Plan, architectural and engineering design:
• Preparation of Master Plans for 2 (two) campuses on 50 (fifty) acres and 220 (two hundred and twenty) acres respectively and alternate options. Propose necessary institutional setup and manpower for implementation of the Plan.
• Proposed waste management plan considering growth of different type of waste such as solid, liquid and chemical waste etc.
• Propose Circulation Plan (Transport Plan) considering the growth of traffic for next 30 years (at least), i.e, Traffic Impact Assessment (TIA).
• Prepare a Phasing Plan and provide work plan for different phases.
• Prepare animation and 3D view
Task D: IEE, EIA and EMP
• Set up baseline characteristics of site weather, hydrology, demography, flora and fauna etc.
• Conduct Initial Environmental Examination (IEE), Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP). Prepare an outline Resettlement Plan if necessary
• The EIA and SIA should consider all possible impacts for the proposed alternatives and provide Environmental and Social Management Framework (ESMF) for those.
Task E: Economic and financial viability assessment:
• Prepare suitable alternative financial and economic model for the project.
• Each alternative of the proposal shall be supported by all the relevant vital details like- cost of the project, time period, cash flow, cost of fund etc.
• Internal Rate of Return (IRR), Benefit Cost Ratio (BCR), Net Present Value (NPV) are to be determined.
• Conduct financial and economic viability analysis for the proposed alternatives. Rank the alternative proposals according to the suitability of development.
Task F: Discussion about Agriculturalist and Agricultural Sector:
• Discussion about total need of agricultural graduates in the country; Up to date status of research and future planning in agricultural sector.
• Review of socio-economic condition of the country.
• Discussion of job scope of agriculture graduates in Bangladesh.
Task G: Waste and Environment management plan:
• Prepare a waste management plan for both campuses of the university.
• Prepare an Environmental management plan for both campuses of the university as well as for respective region.
Task H: Development Project Proposal (DPP):
• According to present needs of the university a development proposal named Further Development of Sylhet Agricultural University to be prepared. It may be required minimum three (3) times revision (after observation of UGC, MoE and PC) |
| Experience, Resources and Delivery Capacity Required |

a. Background of the firm with Brochure
b. Minimum 15 years’ experience of the firm for preparation of Master plan, Different Survey and assessment, Preparation of DPP, architectural & engineering design, drawings, estimation of civil works, preparation of IEE, EIA, EMP, SIA reports, waste management plan and also have capability on economic and financial viability assessment, reporting on different field of agricultural sector.
c. Particular experience in design & drawings of Academic/Institutional facilities under any public University/Institute and at least one contract value of taka 2.00 (two) crore.
d. Specific experience in preparation of a complete and full-fledged master plan for a whole complex showing proposed structure on huge land (not less than 100 acre) under any Institute /Public University.
e. Summary of professional qualification and experience of technical staff in/c valid mobile number.
f. Update Trade License, TIN certificate, VAT Registration and annual turnover of last 3(three) years of the firm.
g. Minimum last 3(three) years audit report of the firm.

a) Consultant will be selected in accordance with PPA/2006 and PPR/2008 and Public Procurement Procedures issued by GOB with its update amendment.
b) Interested consultant may obtain further information at the address below during office hour.
c) It is mentioned that those Consultants who did not completed their task as per agreement in the previous 5 (five) years and discharge from duties for their poor performance in this /any university will not be eligible for this EOI (Expression of interest).
d) The Procuring Entity reserves the right to except or reject any or all EOI’s without assigning any reason whatsoever. Expression of Interest (EOI) shall be submitted in sealed envelope, delivered to the address of the undersigned.
