INFORMATION FOR APPLICANT
|
Brief Description of Assignment |
: |
Design of 25-storied with 3-Basements RAJUK Office Building includes
a) Feasibility studies including the site analysis for need assessment for total present and future space requirements for RAJUK. Moreover, the requirements for providing a modern state-of-the-art office cum commercial building will also have to be carried out;
b) Environmental Impact Assessment (EIA);
c) Master Plan for a 25 storied building with 3 basements;
d) Detailed design of surface drain, footpath, road widening;
e) Conducting Geo-technical study from BUET;
f) Preparation of preliminary architectural design and drawing of 25 storied building with 3 basements RAJUK office building considering green building aspect;
g) Preparation of Detailed Architectural &Structural Design &Drawing of 25 storied building with 3 basements RAJUK office building considering earthquake, wind and green building aspect with a design report as prescribed according to BNBC-2017;
h) Estimation of specific outputs and outcomes of green building aspect;
i) Preparation of Detailed Architectural &Structural Design and Drawing of other structures with a design report as prescribed according to BNBC-2017;
j) Detailed design of solar panel, power supply system, rain water harvesting, sewerage system, networking, etc.;
k) Detailed design and specification for all types of electro-mechanical installations, with onsite and off-site infrastructural design, gas, water, sanitary and plumbing works, ICT installation, firefighting system and related services;
l) Preparation of Bill of Quantities (BOQ), Cost Estimate and Tender Document with Detailed Specifications for all of the works;
m) Preparation of relevant plans and design of the aforesaid RAJUK office buildings for RAJUK approval.
ii) Other Associated Works that includes
a) Detailed Master Layout Plan of Jhilmil Residential Project within the designated area;
b) Detailed Architectural & Structural Design &Drawing of 02 (two) entry gates;
c) Detail design & drawing of lake development & beautification works;
d) Detail design & drawing of 4 arch for 2 bridge beautification works;
e) Detail design and drawing of Grave-yard;
f) Preparation of Architectural &Structural Design and Drawing for 4 Nos. of Mosque;
g) Detailed Design of playground, park development &car parking.
h) Preparation of Bill of Quantities (BOQ), Cost Estimate and Tender Document & Detailed Specifications for all of the works.
iii) Construction Supervision and Defect Liability of 25-storied with 3-Basements RAJUK Office Building and Other Associated Works includes
a) Full time Supervision of the construction of the 25 Storied with 3-Basements RAJUK office building &Other associated works in all sense including monitoring work progress, time, quality and cost control, ensuring all kinds of compliance requirements including health & safety at work place, environmental protection etc. from the beginning to the end of the construction;
b) Assistance in contract administration and contract management including dispute resolution, change control, authorization and signing-off for Client approval etc. with the consultation of the Project appointed Procurement Consultant;
c) All sorts of payment authorization and forwarding for Client approval of the contractor’ claim.
Detailed functions during design and construction supervisionare mentioned in Terms of Reference (TOR).

Experience, Resources and Delivery Capacity Required |

For carrying out this consultancy, a firm, with following minimum eligibility & qualification requirements is required:
a) Applicant may be a single entity or consortium of maximum 3 entities. Eligible entities shall mean private companies and partnership firms.
b) The Applicant is expected to be an integrated Architectural-Engineering Consultancy organization with strong background in construction supervision works. Association with firms with similar expertise is acceptable.
c) The Applicant should have very good experience in consultancy design and supervision services concerning hospital projects, commercial centers, hotels, museums,theatres and concert halls, office buildings, buildings of transportation, trade and industry buildings and master plan research, educational and sport facilitiesetc.
d) The Applicant should be nationally/internationally recognized and with strong experience in multidisciplinary and complex projects in particular experience of complete design and supervision in all respect (civil, sanitary, plumbing, electro-mechanical, firefighting etc.) of at least two high rise complex office/commercial building in the last ten years.
e) The Applicant shall be required to provide the following Key Personnel for the project at least:
o Team Leader
o Lead Architect cum Deputy Team Leader
o Principal Structural Engineer
o Foundation/Geotechnical Engineer
o Architect
o Plumbing Engineer
o Electrical Engineer
o Resident Engineer (Site-in-Charge)
Detailed of Required Qualification & Expertise of Key Personnel are mentioned in Terms of Reference (TOR).
Note:In case of a Consortium, criteria above shall be computed by aggregating experience of each member of the Consortium.
a) For Criteria (a):
o Applicant should provide Incorporation Certificate, Certificate of Registration and Joint Venture/ Consortium Certificate (if case of consortium only).
b) For Criteria (b) to (d):
o Applicant should provide necessary proof of completion of the projects in the form of Client certificate or Certificate from statutory auditor/CA.
o Residential projects shall not be considered eligible for above categories.

Interested firms are requested to submit their Expressions of Interest in accordance with the Prescribed Format (Form-A).
Applicants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
The “ Consultancy Services for (i) Preparation of Detailed Architectural and Structural Design of 25 Storied with 3 Basements RAJUK Office Building, (ii) Associated works and (iii) Supervision of the (i) & (ii) implementation works of Development of Residential and Commercial Infrastructure at Jhilmil Residential Project Area”will be selected in accordance with ‘The Public Procurement Act, 2006’ and ‘The Public Procurement Rules, 2008’.
