INFORMATION FOR APPLICANT

Brief Description of Assignment : The objective of this assignment is to plan, execution, manage, facilitate, coordinate, report and evaluate all activities related to training and capacity building of the project. Training Specialist will be deployed with the Project Management Unit (PMU) at the head quarter of DoF.S/he will provide co-ordination, technical support and services maintaining liaison with other individual and institutional consultants for successful implement in achieving the capacity development objectives of Components 1, 2 and 4. He will review the existing listed training, carry out training needs assessment to set up the actual requirements in consultation with PMU and respective consultants and prepare an updated training plan for both in-country and overseas training of the project. Training Specialist will work in close coordination inward with project consultants/experts and institutions and outward with project beneficiaries ranging from officials of DoF, MoFL, PC, MoF, universities, research institutions to fishers, fish/shrimp farmers, entrepreneurs, and other stakeholders. The Training Expert will work collectively as a team within the PMU under the overall supervision of Project Director in developing required outputs and the services required will include, but will not necessarily be limited to, the services described in this ToR. 1) Review and help PMU to institutionally internalize the project Training Plan (TP) based on Training Need Assessment (TNA) of the GoB personnel, fishers, fish/shrimp farmers and community members for envisioned training of the project in coordination with other respective subject experts assigned for different activities/sub-activities of the sub-components under the Components 1, 2 and 4; 2) Prepare and update the project’s training plan including Training of Trainers (ToT), awareness raising workshops, training of beneficiaries (fishers’ and shrimp farmers), consultations, seminars and exchange meetings on annual basis and assist PMU in ADP budgeting; 3) Organize national and overseas training for capacity development of the project stakeholders, DoF officials, project staff and other govt. officials; 4) Planning, developing, organizing and facilitating local training sessions/programs, ToT, workshop, seminar and study visits; 5) Prepare training courses curriculum, training manuals and associated modules identifying the appropriate contents with session planning in cooperation with the assigned technical focal points of the project; 6) Assist PMU through recommending outlines for instructional methods, utilizing knowledge of specified training needs and effectiveness methods such as individual training, group instruction, lectures, demonstrations, conferences, meetings, and workshops; 7) Designing session requirements using effective tools with proper allocation of time and resources that fulfil the logistical demand according to the objective of the training; 8) Select and develop training aids, including training handbooks, demonstration models, audio-visual aids, computer tutorials, and reference works; 9) Assist PMU in identifying group of personnel to be trained under the listed training packages complying with the technical requirements, modality and budgeting provision and execute those through on-time mobilization in cooperation with other relevant personnel; 10) Assist PMU in identifying appropriate qualified resource persons/trainers and training institutions according to the training requirements of the project; 11) Develop Terms of References (ToR) for the resource persons/training organizing institutes/trainers in consultation with respective technical persons and assist PMU in engaging the required qualified personnel; 12) Organize, coordinate and perform project functions necessary to deliver and document training programs according to the reporting requirements mentioned in the DPP, LFA and additional requirements of the concerned reporting offices viz. DoF, MoFL, IMED, PC, MoF, World Bank, etc.; 13) Enable the PMU with necessary equipment and tools (both hard and soft copies) to maintain training records including detail of the trainees, training materials, modules, pre and post assessment documents, training presentations, workshop recommendations, training reports, training evaluation,and training results; 14) Monitor and track uploading of training information on the online training database of the DoF by the respective units of the project area and update PMU at regular basis on accomplishment; 15) Assist PMU in outlining goals, contents & justification of enlisted & required overseas training; 16) Assist PMU in hiring consulting firm for and overseeing execution of overseas training programs, exchange and learning visits, educational courses, etc.Assist PMU in identification and communication with appropriate training provider for effective overseas training; 17) Perform tasks in close coordination with Environment and Social Safeguards Expert, Monitoring and Evaluation Expert, Project Management Specialist, Financial Management Expert, Gender Development Expert, IT and MIS Expert, Climate Change Expert, and Communication Expert in documenting, storing, quality controlling and capturing success stories and achievements through dissemination; 18) Assist project partners/institutional consultants in development of training plans and awareness campaigns and monitor the same at the implementation level with ensuring reporting requirement; 19) Conduct training effectiveness & impact assessment survey following statically valid sampling design and approved questionnaire and provide feedback on improvement of training quality to PD/PMU; 20) Prepare training reports, training effectiveness report, workshop proceedings, annual reports, progress reports, exchange visits reports and other reporting requirements of the project related to training and capacity building in cooperation with respective resource persons, field officials and PMU; 21) Prepare and contribute in the exit plan of the project to ensure sustainability of the developed capacity of the DoF through different project activities and utilization of trained resources through continuation without project support; 22) Preparation of training materials and modules, and associated extension materials in consultation with PMU, communication expert and other relevant Consulting firms, IC 23) Identify and establish IT solutions to enhance efficiency and effectiveness of the training systems and functioning; 24) Assist PMU to monitor and evaluate training program’s/courses’ effectiveness, gaps & lapses, and produce reports on Fiscal Year basis; 25) Prepare Training Plan for the DPP of the second phase of the SCMFP in consultation of the respective experts and PMU and based on the learning of the first phase; and 26) Any other task assigned by the Project Director/project management as and when required.
Experience, Resources and Delivery Capacity Required : 1. Minimum Master Degree in relevant discipline of Fisheries/Agricultural Science/MBA and or other relevant discipline; 2. 15 years of work experience in agricultural/fisheries Extension &Training; 3. 5 years work experience in planning, organizing & managing fisheries/agricultural training activities, workshops, etc. in any research/extension organization; 4. 10 years’ experience track records of writing and producing quality training modules/ manuals, extension booklets/brochures, pamphlets/leaflets and video clips; 5. 3 years of work experience in donor/IDA funded development projects; 6. Excellent proficiency in written and spoken English, translating and report writing; and 7. Computer literacy skills (MS Word, Excel, PowerPoint etc.) are essential;
