The appointed Classification society will discharge services & perform the folloing responsibilities as per rules and regulation of classification Society in connection with “Construction of 02 (Two) in nos. 70 ton bollard pull tug boat including supply of necessary equipment, accessories and related services” and “Construction of 02 (Two) in nos. alluminium hull work boat including supply of necessary equipment, accessories and related services”:
1. Examine the design & drawing for Hull & Machinery Class for Tugs and work boats.
2. Provide design approval service & the drawing/design must be reviewed upto four revisions without additional fees
3. To supervise/ monitor activities as per scheduled milestone for project and provide monthly progress report to PPA.
4. To confirm appropriate installation of machineries, equipment and fittings as per owner’s technical specifications and class requirement.
5. To confirm all items installed on board complies contract specification.
6. To review & approve final stability booklet submitted by the designer/builder after inclining test.
7. To participate at the time of Load line survey.
8. To check and report accuracy about principal particulars, speed, fuel consumption, electrical power generator and distribution system, anchoring & mooring system, steering system, control system are satisfactory based on technical specification.
9. To confirm class notation and technical requirements are properly executed by builder at pre construction stage, construction period and up to acceptance.
10. To witness & certify attained speed, loaded draft & Bollard Pull.
11. Prepare an inventory of fittings and stores as per contract.
12. Quality control and measurement record as per contract.
13. Certification on builder’s different stage completion as per contract.
14. Report on accuracy of vessel dimensions and technical compliances, NDT etc. before construction, during construction and after construction.
15. Witness inclining experiment/Lightweight survey, witness tanks leak/ hydro test, check keel deflection and conduct pre-launching checks.
16. Conduct hull construction & machinery/systems installation supervision.
17. To review Tender document, technical specification, quality of works, certificates & quality of all materials, equipment, systems, appliances, supplies, required to construct vessels.
18. Supervision and monitoring of construction of the Tugs and work boats along with accessories from commencement date until completion.
19. To check detailed specifications, standard origin of all equipment including deck equipment, engine room equipment, bridge equipment, Navigation equipment, firefighting equipment, galley equipment.
20. To check detail description of all type of systems including steering system, electrical system, control system, cooling system, fire-fighting system, bilge- ballast system, fresh & seas water system, ventilation system, fuel-oil system, exhaust system.
21. To check all type of appliances including electrical appliances, life- saving appliances and accommodation appliances, communication equipment & maintenance tools.
22. Classification society surveyor will attend during inclining experiment, load line survey, launching, tank tests, dock trial, sea trial & other test/trials in order to ensure quality & performance.
23. Provide Hull and Machinery Certificate as per class rules, Load Line Certification, Safety Construction Cert , intact stability, Damage Stability (if required), Tonnage Cert, Bollard Pull Cert, cargo gear/lifting gear Certificate whichever applicable and other documents/certificates required to register under DOS/MMD as offshore or sea going vessel.
24. Conduct Specification survey as per Purchaser Contract Agreement.
25. To ensure Quality and specification for the equipment installed on the vessels.
26. To ensure quality of materials used for construction.
27. To be present during each survey/inspection of Purchaser representative.
28. To monitor the launching of the vessels following standard launching procedure and to carry out tests, trials & supervision of vessels.
29. To conduct test trail and to complete acceptance procedure on behalf of PPA.
30. Submission of monthly progress report to PPA.
31. To assist the purchaser to accept the Tugs and work boats & other accessories as per contract agreement.
32. To provide certificates at different payment stages as per payment terms of the tender document.
33. Any other services as required.
34. Finally, the vessel shall be classed by the classification society & issue class certificate for the vessel to the purchaser.
35. Project completion and acceptance report.
36. Assist PPA with respect to contractual matters.
37. Any other technical support related to quality and construction of the vesels. |
Experience, Resources and Delivery Capacity Required |

Interested Classification socities are invited to provide information indicating that they are qualified to perform services (brochure of socity/organization,description of similar assignments, experience in similar operational conditions, availability of appropriate professional qualification an experience among staff.etc)
Interested Classification societies are required to submit the following documents complete in all respect with one orginal and one copy:
1. Application for Expression of Interest;
2. Registration of firm/organization (Updated Trade license, Certificate of Incorporation, Updated TIN certificate, VAT registration certificate to be submitted);
3. Qualification of firm/organization (Updated IACS membership Cert, Updated ISO 9001, ISO 14001 & OHSAS 18001 Cert, Bangladesh flag authorization for survey on behalf of Bangladesh flag to be submitted)
4. Duration of Society’s presence and rendering services as Classification society in Bangladesh (Minimum 10 years);
5. Brochures & profile of the Classification society;
6. Availability of resources (Manpower,equipment,software,transport etc);
7. The classification society must have experience regarding design approval & Supervision of new building of Tug boat of 70 ton bollard pull or more and work boat worldwide within last 5 (five) years.
8. Classification society must have experience of design approval and construction supervision for classification of at least 20 (twenty) Bangladesh flag vessels including tugs in the last 5 (five) years. Evidences have to be submitted.
9. Society must have complete plan approval cell capable to discharge services (approval or correction) Within 4 weeks from submission.
10. Society must have at least 03 (Three) surveyors in Bangladesh office duly authorized to supervise and issue certificate for both hull and machinery of the vessel.
11. Classification society must have the capability to accomplish the specification survey.
12. Society must have experience of supervision of GOB (Government of Bangladesh) funded project in Bangladesh.
13. Responsibility of manpower:
i. Project Leader
Team leader must be intemational classification society authorized surveyor to supervise both hull and machinery of the vessel and having at least 12 years of classification survey experience at same classification society and at least 20 (twenty) years experience in related field. Team leader must be Bangladesh national & is permanently stationed in Bangladesh.
ii. Senior Survevor:
International classification society must have at least 2 (Two) authorized Sureyors to supervise both hull and machinery having at least 05(five) years of classification survey experience and at least 15(fifteen) years experience in related field to supervise both hull and machinery of PPA vessel. Senior Surveyors must be Bangladesh national & is permanently stationed in Bangladesh.
iii. Surveyor:
International Classification society must have at least 02 (Two) authorized Surveyor to supervise both hull and machinery of the vessel and having at least 02 (Two) years of survey experience and at least 8(Eight) years experience in related field. Surveyors must be Bangladesh national & is permanently stationed in Bangladesh. |
