| Brief Description of Assignment |

The ULB Strengthening firm will provide the technical support, consisting of two components: (i) strengthen capacity of selected ULBs related to urban PHC services delivery; and (ii) mitigate climate change risks and promote climate change resilience. The outcome of the technical support will be local government stewardship and capacity for implementation and continuation of urban health activities of the selected ULBs strengthened. Achievement of this result will contribute to overall improvement, sustainability and quality of urban primary health care services.3. The objectives of the consulting services are to ensure ULBs have enhanced financing, functionaries, and institutional arrangements to sustain and continue PHC services after the completion of the project. Government commitment and prioritization at all levels is paramount to ensure that adequate financing and institutions are in place. The experience drawn from the technical support will also provide insight on good practices, gaps for corrective action, updated plan for the way forward, and an estimate on the level of technical and financial support required by the remaining ULBs. Similarly, sustainable development effort to counter climate change needs to be accelerated and a methodological framework for policy decision-making is required.

The firm shall have at least 10 years’ experience in consulting services in primary health care services and climate change activities. The firm shall have experience for at least two similar assignments in Bangladesh or a country with similar socioeconomic status. The international firm will associate with national individual consultants or firm in providing the services. The consulting services shall be rendered by a team of international and national consultants and administrative support staff. Efficient management and backstopping services shall be made available. The consulting service will require about 198 person months and to be implemented over 36 calendar months from the commencement date. The assignment location will be in Dhaka, Bangladesh and other urban areas of the project.

The EOI may be submitted either online through ADB's website or in hardcopy to the address indicated below. For online submission, the consulting firm must be registered with ADB’s CMS (Consultant Management System) at http://www.adb.org. All requested information must be filled-in completely.
