| Brief Description of Assignment |
: |
1. Responsibilities:
The Key responsibilities of the consultancy firm are as follow:
i) The consultancy firm will be responsible for census book cutting (to prepare for scanner machines), scanning, capturing of agriculture census 2019 questionnaire and delivered processing data in proper tabulated format.
ii) To scan and process approximately 36 million filled-up census questionnaires;
iii) The consultancy firm will use valid license (duration minimum 2 years) of ICR software with scanning and processing capacity of 40 million pages;
i) Processing the scanned questionnaires/forms using Intelligent Character Recognition Technology with the combination of ICR, OCR & OMR, and OBR recognition technology.
ii) Manual editing of the dataset with the ICR technology process, including:
- Manual correction of erroneously recognized characters
- Apply validation rules on the form fields, as defined by the BBS
- Verifying the extracted data as per verification depth decided by BBS
- Handling the exception, marking and sending the same for correction and re-process.
- Delivering the final dataset in the form of a Relational Database andoriginal image files.
iii) Installation, Testing, Commissioning of ICR software along with necessary physical infrastructure at BBS premises.
2. Duration:
The contract duration of consultancy firm will be12 months.
3. Outputs:
i. Delivered a complete dataset (csv. txt, dbf) of Agriculture census-2019 and implement an appropriate server to store the dataset for using in the long run;
ii. Develop a web-based Agriculture Directory Management System (ADMS) application is to be developed that allows users to browse, search, and access census information.

Qualification and Experience:
Intending firms must submit the following documents along with EOI.
• Background of the firm with brochure summarizing facilities, areas of expertise, administrative strength, logistics and financial capacity, general information including legal documents, etc.
• The Firm must submit attested copies of its registration of the firm, certificate of the incorporation, up-to-date Trade license. Income Tax Certificate for the year of 2016-2017, 2017-2018, 2018-2019, TIN and VAT Registration Certificates, Credit Line, Bank Solvency Certificate and up-to-date Audit Report.
• Availability of adequate qualified technical personnel and resources for maintenance and support of the offered services to carry out the said assignment of responsibilities number 1 and 3.
• Experience of similar completed or ongoing assignments in Bangladesh within last 5 (Five) years with different organizations (Government/Semi-Government/Autonomous body) in the field ofcapturing, installation and maintaining ICR/OCR/OMR Technology.
• The participating company must havespecific experience of providing services using ICR Technology in Bangladesh.
• Similar task to be completed successfully;
• Two copies of Expression of Interest (EOI) must be submitted.
• Consultants firm may associate with other firms to enhance their capability to carry out the assignment. The association may be either in the form of Joint Venture or sub-consultancy.
• Only short-listed firms will be issued Request for Proposal (RFP).
