| Brief Description of Assignment |

(i) Develop M&E framework and survey instrument; (ii) Conduct Baseline survey and two monitoring surveys; (iii) Build capacity and support PCU and BWDB PIU in developing and implementing M&E tools for project implementation and outcome monitoring and impact evaluation; and (iv) Conduct mid-term and end-term evaluations. |
| Experience, Resources and Delivery Capacity Required |

1) The Consulting firm must have at least 05 (five) years of experience in services of Monitoring & Evaluation of GoB development project, of which 03 (three) years of experience should be related to IDA financed projects.
2) A firm will be selected in accordance with the procedures set out in the World Bank's Guideline: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers, dated January 2011 (revised July 2014) following Selection under a Fixed Budget (FBS) method. |
