INFORMATION FOR APPLICANT

Brief Description of Assignment |
: |
DSCC will engage a Individual Material & Quality Engineer –National to achieve the objectives of the Quality Control of materials. The individual consultant will be responsible to assist DSCC PIU in material quality as per specifications of subprojects and monitoring compliance in their implementation. The consultant will be carrying out the following specific tasks and any other activities assigned time to time by the Project Director (PD):
a) Ensure all sub-project designs adhere to all local or national engineering standards and compliance guidelines, and all necessary approvals are obtained from relevant agencies (BNBC, design requirements by DSCC, RAJUK, RHD, LGED and other agencies). If local standards are not available relevant standards has to be suggested.
b) Carry out technical review of DCNUP sub-projects and provide input to the sub-project appraisal document.
c) Review technical studies and determine appropriateness of engineering designs, materials, equipment and construction standards and methods, design/construction criteria, safety requirements, equipment specifications being applied, and recommend revisions as appropriate.
d) Produce overall technical guidance to Design, Supervision and Management Consultant in finalizing the designs and bid documents which will include instruction to bidders, Terms of Reference, plans, drawings and technical specifications, bill of quantities, delivery time, form of contract, general and special condition of contract for the sub-projects.
e) Assist PD to produce relevant supervision, evaluation reports and meeting minutes during project implementation to address bottlenecks during sub-project implementation.
f) Review scope of work and specifications, verify and report physical accomplishments of sub-projects in relation to established monitoring milestones and overall plan or design.
g) Assist PD in maintaining timeliness of preparation and implementation of the designs of each sub-project. Prepare project planning, design and implementation schedule which needs to be checked and monitored during different phases of work to ensure sub-project finishes on time.
h) Assist PD to ensure effective coordination among the multi-disciplinary project team and promote innovation in design and construction techniques adopted in the sub-projects. Establish communication methods or protocols so that different members of project team are fully aware of sub-project requirements, various details and progress of work.
i) Assist PD in generating sub-project information related to project outcomes and key performance indicators (KPI).Set the outcomes of the sub-project and develop KPIs from project goals and objectives, meeting with stakeholders, periodic assessment to ensure success of the sub-projects.
j) Conduct field inspections/visits to determine physical progress; identify key technical issues like adherence to design, construction standards, health and safety measures; formulate recommendations to address these issues; and discuss these with contractors.
k) Upon reviewing technical aspect of a completed sub-projects, provide input to sub-project completion report.
l) Provide training and build capacity of PIU for relevant engineering planning, design, and construction supervision requirements.
m) Provide engineering related support for financial assessment and reporting related to the project.

Experience, Resources and Delivery Capacity Required |

General Qualification and Experience:
• S/he will have at least a Bachelor’s degree or equivalent in Civil Engineering from reputed Engineering Institution or University;
• At least 6 (Six) years of relevant experience of which at least 2 (Two) years’ experience of working on urban scale development projects.
Specific skills and Experience:
• Candidates must be able to work under supervision and experience of working in multi-disciplinary team environment.
• Prior experience of working with local government agencies and in World Bank/ Donor assisted projects will be of advantage.
• Knowledge on green/energy-efficient design is also desirable.

The Project Director now invites eligible applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to perform the services (complete CV, attested certificated, Expected remuneration & Submission letter).
Detailed Terms of Reference (TOR) will be available upon request from the address provided below either through email or in person.
The consultants will be selected using the selection of Individual Consultant in accordance with the current World Bank’s Procurement Regulations for IPF Borrowers, July 2016 updated in November 2018.
The services will be commenced immediately after selection at Dhaka, Bangladesh. Consultant’s contract duration will be of 60(sixty) months with possible extension of service subject to satisfactory performance to be evaluated yearly.
Expressions of Interest shall be submitted by 28/07/2019 during office hours on weekdays either in sealed envelope sent to Project Director, and be clearly marked "Expressions of Individual Material & Quality Engineer –National (DCNUP/S-18)”.
