| Brief Description of Assignment |
: |
The consulting services comprises the following components:
a) Review and update the Resettlement Action Plan (RAP) prepared for Improvement of Sylhet-Tamabil Road to a 4 Lane Highway done under Technical Assistant for Sub-Regional Road Transport Project Preparatory Facility (SRTPPF) Project.
b) The updating should include identification of the project affected land, households/business enterprises and persons, estimating their losses and dislocations, work out their entitlement packages and prepare a compensation budget as this project involves large-scale physical displacement of both businesses and residences within the Right-of-Way (RoW).
c) Developing an IT System to assist in the monitoring and supervision of the resettlement process, which includes:
(i) Relocation and Resettlement Assistance tracking: A transparent and user-friendly IT-based mechanism/system in consultation with the concerned agencies to track the progress being made in the payment of compensation as part of the RAP implementation.
(ii) Information Dissemination: Ability to use SMS notifications to disseminate information to Project Affected People, who subscribe to receive them.
(iii) Grievance Management: A single platform with two-way communication capabilities to receive, manage and monitor grievances etc.

Eligible consulting firms/NGOs are invited to indicate their interest in providing the services. Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
The EOI should specially include (along with certified English Translation if not in English);
a. The firm’s registration certificate;
b. Company profile: including management, personnel, firm’s specialty, performance;
c. List of completed services (similar assignment) in last 5 years. In the list following information should be provided: Client’s name, nature of services, contract amount, man-months the firm extended, duration of the service with commencement and completion date;
d. Summary of permanent professional employees with key qualifications;
History of litigation in courts or any arbitration proceedings (if any).

A Consultants will be selected under Consultants Qualification Selection Method (CQS) in accordance with the procedures set out in the Procurement Instructions for Recipients of Asian Infrastructure Investment Bank which can be accessed at the AIIB external website (http://www.aiib.org).

The Client will not be responsible for any costs or expenses incurred by the Firm (s) in connection with the preparation or delivery of the EOI.
