| Brief Description of Assignment |
: |
Essential Drugs Company Limited (EDCL) developing a new site which includes construction & commissioning of Penicillin Production unit, Contraceptive Production unit, IV Fluid Production unit, Solid Dosages Production unit and with other utility services in the Establishment of Essential Drugs Company Limited (3rd plant) Gopalganj District.
EDCL engaged one Consultancy firm for the purpose of providing total Consultancy solution to establish the whole project. According their Drawing Design some of the machineries & equipment has been installed. The period of the Consultancy firm is going to be expired very soon. Considering the circumstance the EDCL require to continue the services of a Consulting firm for rest of the work to establish the project.
Scope of work consist of preparing construction drawings where necessary Supervision and co-ordination of ongoing Civil, Electrical, Mechanical and HVAC work etc. including equipment and machineries Installation & commissioning. Establish appropriate process flow and other parameters of cGMP based on the validation and qualification work, set up of specification applicable for machineries, equipment, HVAC system, water system, utility services etc., under procurement, Ensuring validation activities required for the commissioning of the plant, Official cost estimate, Project Management, Construction Management, Procurement management according to PPR (Public Procurements Rules) etc. Total consultation on cGMP that ensures efficient, safety and stability of the drugs to be manufactured, reproducibility of the process related with the manufacturing of the formulations, identity and trace ability of a system or entity involving manufacturing of the drugs of interest (remaining part).

| Experience, Resources and Delivery Capacity Required |

a) The Consulting firm shall be a registered company having established/registered office premises with postal and location address.
b) The consultant shall have at least 10 (ten) years working experience in Pharmaceutical sector.
c) The consultant shall have successful completion of Purified Water Generation & Distribution, Water for Injection, Pure Steam Generation & Distribution, Internal Fit outs, Mechanical & Electrical (M & E) Services, Heating Ventilation & Air Conditioning (HVAC) System, Injectable Manufacturing Machinery, Solid Dosages Manufacturing Machinery, Packaging Machineries , Laboratory Equipment, Warehouse Equipment, Ancillary Equipment etc. system for Pharmaceutical Plant in the last 10 (ten) years.
d) The consultant shall have appropriate skills among staffs with demonstrated capacity to handle such assignment.
e) Corporate capacity of the Consultant (Annual Turnover, Financial Information for last 5 (five) years, but no audited financial statements in this regard).
The Expression of interest should include (a) Up to date Trade License, VAT and TAX Certificate (b) Brochure of the consulting firm or description of company profile.

An Applicant may associate with other Consultant(s) to enhance their qualifications. Association with foreign firms is encouraged but not mandatory.
The Consultant will be selected using the selection sub-method: Fixed Budget Selection (FBS) in accordance with the Public Procurement Regulations 2008 and Public procurement Procedures issued by the GOB, it is expected that the Service will be commenced in August, 2019.
