| Brief Description of Assignment |
: |
The Project involves development of approximately 48 km of toll & service road under public private partnership model on a design, build, finance, operate, maintain and transfer basis. The road corridor follows the existing alignment of two lane national highway N-105 located to the north-east of Dhaka city from Joydevpur (Naojuri) in the north-west to Madanpur in the south-east through Bhulta and connects national highways N4 (in the north) to the national highway N1 (in the south) traversing the N2 and N3, regional highways R301, R202 and R114, Purbachal Expressway and many zilla roads. The Project scope includes improvement of existing two lane road into a four lane toll road, service road on both sides of the toll road, construction of approximately 12 Nos bridges, 7 Nos flyovers, 46 Nos box culvert, 49 Nos pipe culvert, 27 Nos underpass, 5 locations for toll plaza and 1 service area on each direction of the toll road etc. After Construction, the toll Road will be maintained & operated by the Project Company and service road will be handed over to RHD.
The scope of Independent Engineer Services (IE Services) will include a full range of supervision activities such as but not limited to quality control; progress monitoring and reporting; issuing of interim /final payment certificates; contract closing activities, including disputes / claim / arbitration resolution, if any; issuing completion, taking over or defect liability certificates.
Review the detailed information of approved design drawing or specification variations for compliance with the performance and quality standards of the PPP Contract and the Construction Contract.
? Observe, monitor and review the results of the tests to determine compliance of the works and the Project Highway with Commercial Opening Date requirements
? Carry out regular inspections of the Project Highway to monitor compliance with the requirements of the PPP Contract etc.
? Duration of IE services shall be 4 years including construction period and operation and maintenance period.

? The shortlisting criteria are: (i) General experience of the firm(s);(ii) Experience in similar projects of compatible size, complexity and technical specialty in the required area;(iii) Financial soundness of the consulting company; and (iv) Evidence of availability of qualified staff resources and logistics with the firm.
? The Consulting Company having experience in performing Independent Engineering Services in PPP Project shall be preferred.
? Consultants are requested to submit the following documents in support of the above-mentioned criteria: (a) Registration paper of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) Service experience record (including nature, total cost, total input in terms of man month, employer, location of service, etc. of similar projects) and (f) available staff resources and logistics.

a. Submission of the EOI should be done in close format bearing the name and address of Firm(s), EOI name & date and be addressed to the EOI issuing authority in 04(four) copies, 01 (One) marked as “ORIGINAL” and others 03(three) as “COPY” in separate envelops in the form of book binding. Both the “ORIGINAL” and “COPY” shall have to be covered within the single envelope. The applicant shall have to mention the page number serially in every page of submitted EOI document. EOI should be scanned in PDF version and submitted with two memory disks.
b. The Project Company and the Contracting Authority shall jointly appoint the Independent Engineer. The payment to the Independent Engineer for its services shall be borne equally by the Project Company and the Contracting Authority.
c. The Project Company or the Contracting Authority will not entertain cost or expense incurred by the proposer in connection with the preparation or delivery of the EoI.
