Brief Description of Assignment |

"The Government of the People's Republic of Bangladesh (GoB) has received financing from the World Bank towards the cost of the Investment Promotion and Financing Facility-II (IPFF-II) Project and intends to apply part of the proceeds for consulting services through BIFFL. Bangladesh Infrastructure Finance Fund Limited (BIFFL) is a government-owned Non-Bank Financial Institution, established in 2011 for infrastructure financing. BIFFL has a diverse long-term loan portfolio including power, connectivity, tourism, health, IT etc. Bangladesh Bank through its cell named IPFF-II Project Cell is implementing the project on behalf of the Finance Division, Ministry of Finance, Gob.
The key objective of Component-2 of IPFF II project is to build and strengthen the ecosystem of long-term infrastructure financing in Bangladesh. As such BIFFL will receive certain TA support to appoint a firm for conducting project appraisal and due diligence for BIFFL for financing in infrastructure projects considered under IPFF-II Project. The Consulting services (the ‘Services’) willinclude but not limited to the following (details are given in the ToR):
• Assessment of existing project appraisal and due diligence procedures in comparison to Operations Manual of IPFF-II Project.
• Conduct project appraisal and due diligence as per Operations Manual of IPFF-II Project on the following aspects: Financial Modeling, Credit risk grading, Environmental and social risk grading, Economic Cost-Benefit/Social Cost-Benefit/OEHS Guideline keeping accounts of Bangladesh Labor Law 2006 and ILO Standard, Technical and technology analysis, Procurement process verification &Legal due diligence etc.
• Conduct capacity needs assessment on BIFFL’s existing human resources and recommend capacity building activities (such as knowledge sharing sessions, workshops, seminars etc.)
• Provide on-job training to relevant BIFFL officials during the entire due diligence process.
• Successful appraisal (up to approval from the Board of Directors of BIFFL) of minimum nine (09) sub-projects among nine (09) different eligible sectors.

"BIFFL now invites eligible consulting firms (the ‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to provide the Services. The Consultants will be short-listed based on the following “Shortlisting Criteria”:
a) Core business & years in business
b) Relevant Experience (compatible size, complexity, and technical specialty)
c) Technical and managerial capability of the firm.
d) Financial capacity/soundness of the firm (Turnover, Net worth, Profit etc.)
Consultants are required to submit the following “Supporting Documents” in support of the above-mentioned shortlisting criteria:
a) Forwarding letter with detail address (i.e. mailing address, telephone, fax, email) and contact person for communication.
b) Registration documents of the firm (s);
c) JV agreement/letter of intent (if applicable);
d) Firm’s brochure;
e) List of relevant experience (including total cost, total input, employer, location of service, description of service etc.);
f) Staffing & logistics of the firm;
g) List of professional strength with name, qualification and experience;
h) Audited financial reports for last three years;

"The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consulting firm will be selected in accordance with the Quality and Cost Based Selection [QCBS (National)] method set out in the World Bank’s Procurement Regulation.
