"Government of Bangladesh takes a holistic view of e-Governance initiatives across the country. E-Governance is the application of information and communication technology (ICT) for delivering government services, exchange of information, communication transactions, integration of various stand-alone systems and services between government-to-citizen (G2C), government-to-business (G2B), government-to-government (G2G), government-to-employees (G2E) as well as back-office processes and interactions within the entire government framework. Through e-governance, government services are made available to citizens in a convenient, efficient, and transparent manner. This rapid development of government e-Service and internet infrastructure has created a great opportunity for e-Service providers of both public and private sectors to avail services to citizen’s fingertips.

"The Firm must prove that they have solid technical background and operational strength to undertake the type of assignments mentioned in the ToR and take this work forward without any hindrances. Firm must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
The Firm must prove that they have solid technical background and operational strength to undertake the type of assignments mentioned in the ToR and take this work forward without any hindrances. Firm must also have adequate technical ability, resources and processes. As such, following are defined as minimum eligibility criteria:
1. Must have valid and up-to-date Trade license/Register of joint stock & companies (RJSC) registration, VAT, TIN certificate.
2. Minimum 6 years of experience in ICT business as a registered company/entity in Bangladesh
3. Existing Data Center (DC) located in Dhaka and having a full 24x7 NOC facility of its own.
4. Experience in delivering managed hosting services govt./industry.
5. Firm needs to submit last 02 (two) years financial audit report.
6. Must have minimum amount of liquid asset in form of credit line or working capital shall be BDT 25 Lac and average annual turnover shall be BDT 100 Lac in last 02 financial years of the firm.
7. Firms need to have competent full time manpower/consultants in the team that includes Project Manager, Support Co-ordinator, Network Lead, Devops Lead, NOC (Rosterx3), Support Desk, Service Promotion Engineer. The Firm have to submit signed CV of each experts working with the company mentioning their positions. In case of consultants, their contract modality with duration of engagement needs to be mentioned in their CV clearly.
8. Multiple Companies having technical and legal competency for developing such product can apply jointly but they must have legal agreement among them where one company needs to be master. The joint venture company jointly needs to fulfill all conditions mentioned in this ToR. Joint-venture agreement needs to have clear identification about each responsibility matrix along with IPR.
Access to Information-II Programme now invites eligible Applicants/firms to indicate the interest in providing the services. Interested Consultants/firms are invited to provide information indicating that they are qualified to perform the services.
A shortlist of consultants will be prepared upon evaluation of EoIs of the eligible applicants and “Request for Proposal” document will be issued in their favor. The Consultant/firm will be selected using the Quality and Cost Based Selection (QCBS) method. It is expected that the services will commence on June, 2019.
Total duration of the contract is 12(twelve) months.
