INFORMATION FOR APPLICANT

Brief Description of Assignment : I. To manage the orientation and visit of the government officials to the Public Procurement Authorities of Peru and Venezuela to know with the latest public procurement practices of those countries; II. To arrange visit the organizations and offices in these countries where the public procurement rules and e-GP in any form is in existence and are in practice; III. To organize training sessions in these countries with the concerned offices or institutes to acquire practical knowledge and replicate the same in Bangladesh; IV. To manage all the way from starting the visit to completion and be responsible for the successful accomplishment. V. The Consulting Firm/ Travel Agency will support CPTU for wide variety of services including consultation, reservations, fare quotations, ticketing, and arrangement of visas, rental cars and hotel accommodations.
Experience, Resources and Delivery Capacity Required : 1. The Consulting Firm/ Travel Agent(s) shall have in its current office all the necessary equipment and facilities, and shall employ a sufficient number of experienced and professionally trained travel experts and staff to handle minimum requirements of CPTU. 2. The successful Consulting Firm/ Travel Agent(s) who will be contracted to serve the needs of the CPTU shall have the following minimum qualifications: a) Billing and Settlement Plan (BSP)/ International Air Transport Association (IATA) accredited Consulting Firm/ Travel Agent(s)/ Management Firm b) Maintains a good track record in serving Govt. organizations, international organizations, and multinational corporations; list of corporate clients should be provided. c) Employs competent and experienced travel consultants, especially in ticketing and fare computations, as evidenced by their track record in their Curriculum Vitae d) Financial Criteria : Detailed will be in the Terms of Reference (ToR) e) General Experience: The Consulting Firm/ Travel Agent(s)should have at least five (5) years of general experience counting backward from the date of REOI publication in providing Travel and Training Management services. f) Specific Experience: The Consulting Firm/ Travel Agent(s)/ Management Firm shall demonstrate that it has successfully completed at least 03 (three) contracts having minimum value of USD 0.1 (zero point one) million of similar services in the past 05 (five) years. g) Maintains facilities of on-line booking/airline reservations, and international ticketing and ticket printing facilities, basic office equipment, telecommunications equipment, and online booking tool. h) Willing and able to guarantee the delivery of products and services in accordance with the Performance standards required by this ToR. 3. The successful Consulting Firm/ Travel Agent(s) shall also be required to devote 2 personnel providing dedicated services to the travel needs of CPTU in Peru and Venezuela. 4. The attention of interested Consultants is drawn to paragraph 3.17 of the World Bank Regulations for IPF Borrowers (Regulations), July 2016, setting forth the World Bank’s requirement on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in The Procurement Regulations for IPF Borrowers of the WB.
