| Brief Description of Assignment |

The Government of the People’s Republic of Bangladesh has received financing from the World Bank/IDA towards the cost of the “Cash Transfer Modernization Project” under the Department of Social Services (DSS), Ministry of Social Welfare (MoSW) and intends to apply part of the proceeds toward payments for the services of a Financial Management Specialist.
Scope of work:
The consultant will carry out routine accounting and budgeting activities for utilization of funds and reconciliation of accounts for the project. The details of responsibilities and tasks are given in the followings:
• Manage the accounting and budgeting systems to ensure proper fund utilization, enable performance analysis, ensure regular reconciliation;
• Process withdrawal applications for IDA funds to the Government Consolidated Fund and /or Designated Account, and prepare relevant financial management reports;
• Ensure adequate internal controls for funds management, separation of duties and policy for authorization of transactions;
• Coordinate with internal and external auditors to provide information and address queries;
• Prepare periodic reports required by MoSW or IDA and ensure proper follow up of necessary actions.
The objective of the Project is to improve the transparency and efficiency of selected cash transfer programs for vulnerable populations by modernizing service delivery. The project has been effective since December 2018 and is planned to be completed in June 2023.
The Financial Management Specialist will report to the Project Director and assist the Project Management Unit (PMU) for the financial management of the Project.

| Experience, Resources and Delivery Capacity Required |

Educational Qualifications:
• Professional accounting qualifications (FCA or FCMA); and
• At least a Bachelor’s Degree in Accounting, Business Administration or Finance;
Financial Management Experience:
• At least seven (7) years of work experience in financial management in government/semi-government institutions, or with international donors, implementing development projects;
• Knowledge of Government budgeting, fund release and reporting requirements;
• Knowledge of IDA’s financial management and disbursement procedures;
• Excellent skills in using spreadsheet applications;
• Excellent communication skills (speaking and writing) in English and Bangla.

Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him / her-self best suited to perform the assignment.
The duration of the position will be forty-eight (48) months. However, the contract period may be increased or decreased based on project needs.
