Brief Description of Assignment |
: |
The Government of the People’s Republic of Bangladesh has received financing from the International Development Association (IDA) towards the cost of the “Cash Transfer Modernization Project” to be implemented by Department of Social Services (DSS), Ministry of Social Welfare (MoSW) and intends to apply part of the proceeds towards payments for the services of a Procurement Specialist.
Scope of Services:
The Consultant will provide advice and carry on routine procurement activities of the project following procurement policies and procedures and ensuring consistency with World Bank’s Guidelines and Government’s Public Procurement Act and Regulations as applicable. The details of responsibilities and tasks are given below.
• Prepare and update procurement plans and schedules on a periodic basis;
• Prepare invitation for bids, request for expressions of interest, bidding documents, request for proposals, terms of reference, evaluation reports, contracts, and all other procurement documentation;
• Monitor procurement process, identify slippages, take risk mitigation actions, prepare periodic reports required by MoSW or IDA, and ensure proper follow-up of necessary action.
• Assist the PIU to prepare different types of procurement related reports of the project.
• Guide /assist the PIU in all procurement related activities.
• Train the project officials to develop their procurement capacity.

Qualifications and Experience
(a) Educational Qualifications:
• Bachelor’s Degree in Engineering; or a Master’s Degree in Business Administration, Commerce, Finance, Law, Procurement or other relevant subjects;
• Professional qualifications in procurement, purchasing, and/or supply chain management will be considered an advantage.
(b) Relevant Experience:
• Ten years of general professional experience in the public procurement area and five (5) years of relevant experience in a position having responsibilities with a substantial content of his / her position in the procurement area (use of internationally accepted contract documents for works, goods and services; sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Act/Rules; analytical capability in identifying and resolving procurement issues);
• Proven working experience in procurement following World Bank’s or other Multilateral Development Bank’s Procurement Guidelines;
• Solid working knowledge on PPA-2006 and PPR-2008. Experience in the preparation of bidding document/Request for proposal for procuring of goods, works and services as well as evaluation of the same.

Interested Consultants need to provide information demonstrating that they have the required qualifications and relevant experience to perform the services. Applicants are required to submit their Expressions of Interest (EOI), comprising of a CV (including employment history with duties and responsibilities) and a forwarding letter describing briefly the reasons that the applicant considers him / her-self best suited to perform the assignment.
The duration of the position will be forty-eight (48) months. However, the contract period may be increased or decreased based on project needs.
Detailed Terms of Reference (TOR) and other information will be available upon request from the address provided below either through email or in person. ToR is also available in DSS’s website (http://www.dss.gov.bd/).
Expression of Interest shall have to be submitted to the following address (in person, by mail or through email) by 15 May, 2019 by 5:00 pm and be clearly marked as “Expression of Interest for the position of Procurement Specialist” in the email’s subject line or on top of the envelope.
